Senior Engineer, Distribution System Planning (Hybrid Schedule)
About the role
Role and Scope of Position: Performs as project leader and/or carries out assignments requiring mastery of subject matter, with extensive experience associated with planning distribution substation facilities, distribution lines and underground network systems in an electric power system. Exhibits strong technical skills on the design of the electric power system. Represents the company regarding matters in distribution planning at the state public utility commissions and various state and regional entities.
Responsibilities
- Identifies Distribution System problems involving multiple feeders and substations, leads and conducts scenario-based planning studies, evaluates alternatives and recommends appropriate solutions to ensure a reliable distribution system. ... etc all essential functions as list items. We need to list each essential function as
- . Let's extract them:
- Identifies Distribution System problems involving multiple feeders and substations, leads and conducts scenario-based planning studies, evaluates alternatives and recommends appropriate solutions to ensure a reliable distribution system.
- Develop medium (2-5 year) and long (5+ year) range distribution plans involving load relief, capacity, asset related issues, and large DER integration.
- Build, maintain, and validate electrical distribution models including low-voltage meshed network components and secondary distribution topologies with power system simulation tools.
- Collaborate with multiple cross-functional groups in developing a long-range planning criterion for integrating and enabling two-way communication of new technologies, including photovoltaic solar (PV), electric vehicles (EV), and battery storage.
- Prepare contingency studies for distribution networks including N-1 and N-2 analysis.
- Propose new distribution substation and associated OH and UG feeders.
- Perform area wide voltage and power factor studies, recommending findings to distribution engineering and operations
- Leads or conducts forecast studies to determine loads used in distribution planning studies.
- Partners with other departments (Distribution Engineering, Asset Management, Standards, Transmission/Substation engineering, etc.) to prepare economic analysis for complex projects; recommends the allocation of costs for facilities used jointly with other utilities.
- Recommends project priorities for the capital construction program financial review.
- Conducts and/or manages the studies required to support the need for facilities, the evaluation of alternatives and the preferred solution contained in chapters, reports and testimony for distribution applications for proceedings before regulatory agencies.
- Prepares distribution related documentation and/or testimony to support regulatory filings.
- Effective communication, support and implementation with distribution customers pertaining to proposed facilities.
- Provides leadership in coordinating multiple cross-functional groups, and positive guidance for engineers.
- Presents recommendations and/or results to all levels of management as appropriate.
- Represents the department and the company on various committees.
- Recommends the development and/or changes as appropriate of criteria and standards for distribution planning.
That's many.
Requirements
maybe combine technical knowledge/skill/education/licenses? But we also have Qualifications and Skills sections. We need to decide which to include. We have Technical Knowledge/Skill/Education/Licenses/Certifications: includes technical knowledge, skill, education, experience, licenses. We could put that under Requirements (or Qualifications). The instruction: Use headings for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). So we can have Requirements, Qualifications, Skills separate. We need to avoid thin sections. Let's see content: Technical Knowledge/Skill: Working knowledge of electric simulation software models and power distribution systems analysis, including load-flow, transient, and 8760-hours simulation. Hands-on experience running and executing electrical simulations in Synergi Electric, CYME or equivalent power system simulation programs. Knowledge of new technologies including but not limited to photovoltaic solar, electric vehicles, and battery storage. Knowledge of the techniques for planning the expansion of distribution lines and distribution substation facilities. Advanced knowledge of electrical theory as applied to planning an electric power supply system. Advanced knowledge of distribution line design and operating practices. Knowledge of National, State and other planning standards. Good written and oral communication skills, including formal presentation. Excellent teamwork skills. Effective interpersonal skills, ability to develop strategic partnerships. Ability to achieve desired results by setting high standards for self and others and accepts responsibility for outcomes. Education: Bachelor’s degree in Engineering required, Electric Power Systems preferred. Advanced degree preferred Experience: Minimum of five (5) years related experience in planning, design, and operations related to distribution line, distribution substation facilities, and underground network systems with a thorough knowledge of power system planning. Registered Professional Engineer in Connecticut, Massachusetts or New Hampshire is desirable. We could split: Requirements: Education and Experience (maybe also licensure). Qualifications: Technical Knowledge/Skill? Or Skills: Technical Knowledge/Skill? Let's think. Better: Requirements: Education and Experience (including licensure). Qualifications: Technical Knowledge/Skill (maybe also knowledge). Skills: maybe the soft skills (communication, teamwork, interpersonal, etc.) But we have many. Alternatively we could combine all into Requirements and skip Qualifications and Skills to avoid thin sections. But we need to follow instruction: Prefer a few substantive sections over many thin ones. So we could have About the role, Responsibilities, Requirements (covering education, experience, technical knowledge, skills), Benefits, Pay, Schedule (working conditions). That's maybe enough. But we also have Competencies list (Build trusting relationships etc.) That could be part of Skills or Requirements. Could include under Requirements as well. We also have Worker Type, Number of Openings, Emergency Response (under Working Conditions). We could put those under Schedule? Actually Schedule is about work schedule; we have emergency response and travel. Could be under Working Conditions but we don't have a heading for Working Conditions; we could use Schedule for travel/emergency? Or Benefits? Not exactly. Maybe we create a section "Working Conditions" but not in allowed headings list. The allowed headings list includes About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. So we must map content to those headings. Working conditions could go under Schedule (travel, emergency). Benefits under Benefits. Pay under Pay. Thus: - About the role: role and scope. - Responsibilities: essential functions list. - Requirements: education, experience, licensure, maybe also technical knowledge? But we could also put technical knowledge under Skills. Let's allocate: Requirements: Education, Experience, Licensure (Professional Engineer desirable). Skills: Technical knowledge/skill (simulation software, new technologies, planning techniques, electrical theory, distribution line design, standards, communication, teamwork, interpersonal, results orientation). Qualifications: maybe the Competencies list (Build trusting relationships etc.) Could be considered qualifications. Or we could put them under Skills as well. But we need to avoid thin sections; we could combine Competencies into Skills. Thus we have: - About the role - Responsibilities - Requirements - Skills - Benefits - Pay - Schedule We need to ensure each section has substantive content. Let's craft:About the role
