Senior Eligibility and Enrollment Attorney
About the Role
Join Covered California as an Attorney IV and take on a leadership role at the intersection of law, policy, and public service. In this position, you will handle complex and sensitive legal matters with a primary focus on eligibility, enrollment, subsidies, exemptions, and appeals that shape access to health coverage for Californians. Working closely with executive leadership and external partners, you will provide strategic legal guidance, influence policy implementation, and help ensure compliance across critical agency operations. Location & Travel
This position is headquartered in Sacramento County at 1601 Exposition Blvd, Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee's office headquarters location are not reimbursable, other than authorized transit subsidies.
Salary
$11,993.00 - $16,096.00 per Month

Qualifications
- Strong analytical and critical thinking skills to interpret complex legal issues and identify solutions.
- Strong judgment and the ability to advise executive leadership and management on sensitive, novel, or high-impact legal and policy matters in a practical, solution-oriented manner.
- Experience in drafting, interpreting, and implementing statutes, regulations, and legal guidance, including advising program staff on operational compliance and legal risk.
- Excellent legal writing, analytical, communication, and organizational skills, including the ability to manage competing priorities and produce high-quality work under demanding timelines.
- Proficiency in legal research using current tools and resources to support case preparation.
- Attention to detail, ensuring accuracy in contracts, filings, and correspondence.
- Ability to work collaboratively with colleagues, clients, external agencies, and stakeholders and to serve in a lead role by mentoring or reviewing the work of other attorneys or professional staff.
- Sound judgment and ethical integrity in handling confidential information and making legal decisions.
- Adaptability to changing laws, regulations, and organizational requirements.
- Strong organizational and time management skills to prioritize tasks and meet deadlines.
