About the Role

JSI is hiring a Senior Director, Regulatory and Grants Compliance to lead its grants and post-award compliance practice. This newly defined role is critical as the firm grows and evolves to meet the expanding needs of clients in the broadband funding space. You will own the practice, set its methodology, manage revenue targets, and serve as the firm’s senior authority on post-award compliance. Reporting to the Vice President, Regulatory Affairs & Compliance, you will lead a team, operate with significant autonomy, and balance hands-on client delivery with practice leadership and business development.

Responsibilities

Grants and Post-Award Compliance Practice: Refine methodology, tooling, and quality standards for post-award compliance under 2 CFR 200 (Uniform Guidance) and specific terms of BEAD, ARPA, and other federal/state broadband awards. Serve as the senior escalation point for complex compliance matters, including audits and agency inquiries. Anticipate changes in funding programs and position the practice accordingly.
Business Development & Revenue Growth: Own revenue and pipeline targets, identify opportunities, scope engagements, set pricing, write proposals, and close deals. Represent JSI’s capabilities in client meetings, industry forums, and thought leadership. Partner with internal teams to build bundled service offerings.
People Leadership: Lead, develop, and supervise a team including a Senior Manager and individual contributors. Manage hiring, onboarding, performance, and difficult decisions. Build bench strength to ensure the practice’s sustainability.
Operations, Integrations, & Innovation: Lead integration of people, processes, and systems across recently combined organizations. Plan and execute complex initiatives, identify risks, and implement mitigation strategies. Drive process improvement and automation, including AI tooling, to enhance efficiency and client experience.
Client Delivery: Personally deliver complex post-award compliance engagements, audit responses, and senior advisory services, meeting billable hours requirements.

Qualifications

8–10+ years of people management experience, including managing managers or senior-level staff.
12+ years of professional experience in grants compliance, telecommunications regulatory compliance, or a closely related field.
Expertise in post-award grant compliance, including direct experience with 2 CFR 200 (Uniform Guidance).
Direct, substantive experience with the BEAD program, including post-award compliance and reporting requirements.
Experience with telecommunications regulatory compliance (FCC filings, USAC program requirements, state PUC/PSC proceedings).
Track record of closing professional services engagements and carrying individual revenue/pipeline targets.
Ability to operate at a senior leadership level and partner with VP- and C-suite-level colleagues.
Experience balancing client delivery, practice leadership, and business development.
Experience leading teams across multiple locations.
Excellent written and verbal communication skills, including explaining regulatory risk to non-specialist audiences.
Proficiency with Microsoft 365 and Adobe Acrobat.
Ability to travel.

Preferred Qualifications

Experience in a consulting or professional services environment serving multiple clients concurrently.
Direct experience with ARPA or other federal/state broadband funding programs.
Familiarity with the regulatory environment for rural and incumbent local exchange carriers.
Experience with post-merger or post-acquisition integration.
Experience building or scaling a service line or practice area.
Familiarity with Smartsheet or comparable platforms.
