About the role

The Chief Asset & Capital Management Officer (CACMO) is seeking to hire a Senior Director of Strategic Initiatives to oversee a small team leading key strategic initiatives driving growth and transformation in the Asset & Capital Management (A&CM) Division. These initiatives will initially focus on:

  • Establishing a cross-divisional program management office (PMO) to strategically coordinate the scale-up of A&CM priority capital programs (e.g., Clean Heat for All, Hurricane Ida Resiliency & Mitigation) and build alternative project delivery capability across the division.
  • Strengthening handover of newly built capital assets to operations and maintenance teams, including integration with O&M procedures and work order systems, staff training, and related areas for new technologies.
  • Identifying high-impact artificial intelligence use cases across major application types (digital assistants, customer interfaces, process/workflow automation and reengineering) and areas such as architecture and engineering design, construction and project field management, and submittal and invoice validation.

The Senior Director will ensure strategic and operational alignment across the Division’s senior leadership and with senior counterparts in other NYCHA divisions involved in these strategic initiative areas.

Responsibilities

  • Serve as a thought partner to the CACMO and other A&CM senior leadership on strategic issues and division-wide strategies, priorities, and performance management.
  • Identify and coordinate implementation of policy, procedural, and systems improvements in A&CM departments and with other divisions.
  • Join executive and senior staff meetings across NYCHA divisions related to specific strategic initiatives, ensuring effective agenda-setting, preparation, and follow-up by team members.
  • Guide team members in structuring analysis or operational approaches, develop outputs, and coordinate activities across diverse teams; coach and support team members to do the same.
  • Address high-priority requests and urgent coordination needs, working closely with senior staff within A&CM divisions, across NYCHA, and externally.

Requirements

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate; in real estate law; in urban planning, design or renewal; or in analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative, or managerial capacity or supervising professional personnel performing work in the fields noted above.
  • Graduate study in urban studies, city planning, business or public administration, finance, architecture, engineering, or related fields may substitute for up to one year of the required experience (30 credits = one year).
  • Graduation from an accredited law school may substitute for one year of the required experience.
  • All candidates must have three years of work experience including at least 18 months of executive, administrative, managerial, or supervisory experience as described above.
  • Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Housing Development Specialist to be considered. Candidates with permanent civil service status in the titles of Administrative Staff Analyst or who meet the qualification requirements for Administrative Real Property Manager will also be considered.

Preferred Qualifications

  • A bachelor’s degree in a relevant field is required; a master’s degree is preferred.
  • Minimum of 10 years of progressive experience in government, business strategy and operations, management consulting, housing finance and development, capital projects management, or a related field, including at least 2 years in a responsible consultative, managerial, or executive capacity.
  • Strong technology skills, including Microsoft Office Suite, construction and broader program/project management software, data visualization and analytics, workflow automation and AI approaches/platforms, and architecture and engineering software including BIM and digital twins.
  • Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations related to public and affordable housing, and prior experience with public or affordable housing.

Pay

$170,000.00 – $190,000.00
