About the Role

The City of Philadelphia Procurement Department seeks a Data & Policy Analyst to manage data, systems, and business processes to drive operational excellence. This role serves as an internal consultant and subject-matter expert, collaborating with stakeholders across the City to provide guidance, analysis, and recommendations for improvement projects.

Responsibilities

  • Own Procurement’s business process data; serve as a subject-matter expert for systems and processes.
  • Work across teams to establish strong data management practices, including suggesting new systems or protocols, training staff, and implementing new internal policies.
  • Responsible for recurring and ad hoc reporting, tailoring communication to the audience.
  • Support and manage projects related to process improvements, contracting, procurement, and operational priorities, including developing project plans, timelines, and stakeholder communication.
  • Evaluate proposed legislation (local, state, federal) affecting Procurement and summarize potential impacts.
  • Engage with stakeholders to determine local policy objectives and improve effectiveness through recommendations.

Requirements

  • Bachelor’s degree or equivalent work experience.
  • Minimum of 4 to 6 years of systems or data management experience.
  • Minimum of 3 years procurement experience preferred.
  • Policy or project management experience preferred.
  • Experience in the following is a plus:
    • Public sector environments.
    • Process improvement.
    • Performance management.
    • ERP systems.
    • Technology implementation.

Pay

Salary Range: $75,000 - $94,000

Additional Information

The successful candidate must be a City of Philadelphia resident within six months of hire. Vaccinations are no longer required for new employees in non-medical, non-emergency, or non-patient-facing positions.
