The organization supports the Administrative Office of the US Courts (AO) by developing a cloud-based solution to modernize case management for over 204 federal courts across the United States. It addresses the challenge of updating legacy systems with integrated data governance, engineering, and analytics capabilities to enhance operational decision-making within the federal judiciary.
About the Opportunity
The Senior Data Architect will lead the design, implementation, and operation of cloud-based data platforms and pipelines that support the Case Management Modernization program. This role is pivotal in ensuring the data infrastructure is secure, scalable, and aligned with federal standards, enabling effective data integration, governance, and analytics that support the judiciary's mission.
Responsibilities
- Design and implement scalable, secure cloud-based data platforms, including data lakes, lakehouses, or warehouses.
- Develop and document data flows, structures, and governance standards.
- Ensure compliance with federal security, judiciary architecture, and data governance policies.
- Architect multi-tenant cloud environments supporting hybrid and on-premises systems with diverse database technologies.
- Maintain data isolation, tenant security, and resource controls.
- Achieve and maintain platform uptime of 99.9% or higher.
- Maintain version-controlled documentation including architecture diagrams and data models.
- Implement operational databases, document storage, indexing, and secure data APIs.
- Use Infrastructure as Code for database provisioning and configuration.
- Monitor and optimize database and query performance.
- Develop data migration and archival strategies, including profiling, mapping, testing, and rollback procedures.
- Implement batch and real-time data exchange with judiciary systems.
- Design and implement disaster recovery and high availability strategies.
- Document migration scripts, transformations, and validation results.
Requirements
- MA/MS degree with 12+ years of general experience and 10+ years specialized experience; experience may substitute for education per defined criteria.
- Extensive experience designing data architecture using AWS data services and modern application patterns.
- Ability to define scalable, secure operational data models and enforce data governance.
- Expertise in platform integration patterns for ETL/ELT pipelines, APIs, and BI support.
- Proficiency in relational and NoSQL data modeling for transaction-heavy, high-availability systems.
- Experience architecting enterprise data platforms for analytics and reporting at scale.
- Proven track record modernizing legacy data systems and leading cloud migrations.
- Knowledge of master data management, data governance integration, and change data capture methods.
- Experience with data lakes, data warehouses, and CDC-enabled ingestion.
Pay Range and Compensation Package
The likely salary range for this position is $195,240 to $264,148, subject to experience, location, and contractual terms.
