Quantum Research International, Inc. (Quantum) provides our national defense and federal civilian and industry customers with services and products in the following main areas: 1) Cybersecurity and Information Operations; 2) Space Operations and Control; 3) Aviation Systems; 4) Ground, Air and Missile Defense, and Fires Support Systems; 5) Intelligence Programs Support; 6) Experimentation and Test; 7) Program Management; and (8) Audio/Visual Technology Applications.
About the Role
The Senior Data Architect is responsible for data modeling, governance, integration, and the development of scalable, high-performance data environments aligned with modern DoW standards in support of the Army Critical Information and Exposure Reporting System (ACIERS).
Responsibilities
- Design, develop, and maintain scalable data architectures that support ingestion, integration, storage, modeling, governance, and analytics of PAI (Publicly Available Information) and CAI (Commercially Available Information) datasets, alongside sensitive security data sources
- Architect end-to-end data pipelines for ingesting, transforming, and enriching heterogeneous data (structured, semi-structured, unstructured) while ensuring compliance with security classification, handling requirements, and risk management frameworks (e.g., RMF)
- Define and enforce data models, schemas, ontologies, and metadata standards that facilitate correlation of PAI/CAI with classified or controlled security data for risk highlighting, analytics, and reporting
- Support hybrid cloud strategies: manage on-premise databases while designing seamless integration, migration, and synchronization with AWS, Azure, or cloud-hybrid environments. This includes data lakes, warehouses, and real-time processing capabilities
- Collaborate with development teams to define, source, ingest, and structure mission-relevant data
- Provide technical thought leadership in high-level architecture, big data adoption, and analytics platform strategy
- Lead the architecture and design of the business intelligence and analytics platform supporting ACIERS
- Ensure the data design can scale to accommodate expanding mission requirements and datasets
- Support integration of cloud-managed services, when appropriate, ensuring compliance with DoW standards
- Collaborate with security, compliance, engineering, and analytics teams to translate risk/vulnerability requirements into technical data solutions, including APIs, ETL/ELT processes, and self-service analytics platforms
Requirements
- Bachelor’s Degree from an accredited university in Computer Science, Information Technology or equivalent
- Minimum 5 years experience in data modeling for large, complex database systems (350+ tables) with a focus security, risk, or intelligence data environments
- Prior experience with eMASS, RMF processes, PPPs, or similar DoW/cybersecurity data sources is highly preferred
- Strong expertise in relational and no/SQL/on-premise databases (E.g., Oracle, SQL Server, PostgreSQL) alongside cloud-native services (AWS RDS, S3, Azure SQL, Redshift, etc.)
- Proficiency in data modeling (conceptual, logical, physical), ETL/ELT tools, data integration and orchestration platforms
- CompTIA Security+ CE or higher
- Demonstrated ability to design enterprise-level data architectures aligned with mission objectives
- Strong conceptual thinking and the ability to translate mission needs into technical data solutions
- Recognition and application of data architecture design patterns
- Experience creating performance-optimized physical data models
- Proficiency with data modeling tools (e.g., InfoSphere, ERWin)
- Understanding of big data technologies and high-volume, real-time data processing environments
- Active Top Secret Clearance or must be capable/eligible of obtaining such upon employment. (Security Clearance requires US Citizenship)
Desired Skills And Qualifications
- 12+ years of experience in data analysis or related fields
- Experience with programming languages such as Python, Java, C++, SQL
- Hands-on experience with big data frameworks, data integration tools, and analytics platforms
- Experience with UML, Sybase PowerCenter, or similar modeling suites
- Working knowledge of Informatica B2B Data Exchange
- Experience with OSCAL, automated control inheritance, or direct eMASS integrations
- Experience with search, content recommendation, and sequencing algorithms
- Understanding of Supply Chain Risk Management or sensitive/critical program data handling
