Senior Contract Compliance Specialist.
This position is located in the Student Service Division (SSD) under the Mission and Readiness Support Directorate (MRSD) in Glynco, Georgia.
About the role
The primary purpose of this position is to serve as a Senior Contract Compliance Analyst, providing technical expertise and assistance to other Contract Compliance Specialists in the planning, management control, administration, and quality assurance functions of assigned on-going service contracts from inception to conclusion.
Responsibilities
- Provide technical advice and guidance to a team of Contract Compliance Specialists (CCS).
- Serve as a Contracting Officer’s Representative (COR) in accordance with all Federal, Department, and local laws and regulations, offering expert technical advice, policy direction, coordination, evaluation, and management support for assigned contracts.
- Provide technical expertise in the preparation of Statements of Work (SOW) and Independent Government Estimates (IGEs).
- Prepare contract discrepancy and deficiency breakdown reports and documents.
- Lead program planning, budget analysis, and invoice review activities to ensure proper fund allocation, validate contractor expenditures, and strengthen financial accountability across contract portfolios.
- Conduct pre- and post-award surveillance, evaluate contractor performance, and recommend corrective actions to ensure compliance with contractual terms and protect government interests.
- Direct team workflow, performance monitoring, and problem-resolution efforts by analyzing program data, recommending process improvements, and ensuring timely completion of assignments in compliance with regulatory requirements.
- Coordinate with contracting officers, program officials, and external stakeholders to oversee contract performance, address risks, and ensure compliance with federal laws and regulations.
Requirements
- Must be a U.S. citizen.
- Males born after 12/31/1959 must be registered for Selective Service.
- Must successfully pass a background investigation.
- Current and former federal employees within the General Schedule (GS) must meet time-in-grade requirements.
- Must possess and maintain a valid state-issued driver’s license to conduct official government business.
- Must complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting employment and annually thereafter.
- Must be able to meet job-related medical and/or fitness standards, including an initial and annual physical examination measuring visual, hearing, and physical acuity.
- Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification or have the requisite training/experience to obtain and maintain certification. Provide a copy of your FAC-COR Level III certification and include contracting experience in your resume.
- This position is Emergency Essential and required to sustain FLETC’s operations under all conditions, ensuring continuity of operations in the event of an emergent disruption.
- Occasional travel, overtime, shift work, weekends, and federal holidays may be required.
- This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
Qualifications
This vacancy is only open to current FLETC employees serving under career or career-conditional appointment in competitive service. You must submit an SF-50 that shows you currently work for FLETC.
Selective Placement Factor (SPF): Must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level III certification or have the requisite training/experience to obtain and maintain certification.
Specialized Experience
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
- Providing senior-level technical advice and guidance to Contract Compliance Specialists (CCS) to ensure consistent application of policies, resolve complex contract issues, and support strategic mission objectives.
- Directing team workflow, performance monitoring, and problem-resolution efforts by analyzing program data, recommending process improvements, and ensuring assignments are completed on time and in compliance with regulatory requirements.
- Managing assigned contracts as a Contracting Officer’s Representative (COR) by coordinating with contracting officers, program officials, and external stakeholders to oversee performance, address risks, and ensure compliance with federal laws and regulations.
- Leading program planning, budget analysis, and invoice review activities to ensure proper fund allocation, validate contractor expenditures, and strengthen financial accountability across contract portfolios.
- Providing technical expertise in contract development and administration by preparing Statements of Work (SOW) and Independent Government Estimates (IGEs), conducting pre- and post-award surveillance, evaluating contractor performance, and recommending corrective actions.
Time-in-grade: Current General Schedule (GS) federal employees must have served 52 weeks at the next lower grade or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
Physical Demands
The work is primarily sedentary but can involve frequent stooping, bending, and walking to perform inspections and witness contractor performance when necessary.
Work Environment
The work is performed in a typical office setting but involves visits to contractor work sites as well as maintenance shop activities. Heat, dirt, and dust are present at these facilities and may require the use of safety equipment such as boots and glasses.
