Responsibilities

  • Lead eligibility-focused business analysis, requirements definition, and end-to-end solution design activities for large-scale Medicaid modernization and eligibility system initiatives.
  • Facilitate complex stakeholder discussions with client leadership, policy teams, operations staff, developers, and testers to drive business process decisions, resolve issues, and achieve consensus on system functionality and implementation approaches.
  • Translate complex eligibility policy and operational requirements into business processes, functional requirements, system designs, user stories, process flows, and implementation guidance.
  • Oversee system delivery activities by supporting development, testing, defect triage, production issue resolution, and implementation planning to ensure high-quality outcomes.
  • Auditing cross-functional impacts, dependencies, risks, and operational considerations across multiple workstreams, providing strategic guidance and recommendations to project and client leadership.
  • Leverage experience with Medicaid eligibility, enrollment, and long-term care programs to drive modernization efforts and deliver scalable, compliant, and user-centered solutions.

Qualifications

  • Bachelor's Degree
  • 4+ years of experience gathering and documenting business and functional requirements for system implementation, modernization, or enhancement projects
  • 4+ years of experience facilitating stakeholder meetings, requirements sessions, or system design workshops and producing at least 2 of the following: functional specifications, user stories, process flows, or traceability documentation
  • 2+ years of experience supporting software development lifecycle activities, including requirements clarification, testing support, and defect tracking
  • Experience with at least 1 eligibility and enrollment (E&E) system used by a government agency
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
