About the role

Manage all aspects of construction projects and maintenance activities on multiple complex multi-million dollar projects critical to operations, from conceptual design to completion. Primary responsibility for safety, quality, schedule, and cost across a portfolio that includes both major projects and smaller efforts led by less experienced managers.

Responsibilities

  • Ensure safety is the top priority in every task; obtain required training, enforce safety rules, and halt work when unsafe conditions arise.
  • Oversee the physical construction of all assigned projects and maintenance orders, ensuring completion within cost, schedule, and safety requirements.
  • Assign exempt personnel to projects or rely on technical department managers to identify, optimize, and lead staff by setting goals, priorities, and performance standards.
  • Provide construction input during conceptual design, design, turnover, and completion phases to maximize construction efficiency.
  • Direct project teams and review boards to develop construction strategies, conduct design reviews, and offer cost/schedule guidance throughout the project lifecycle.
  • Establish and control cost, schedule, and technical baselines; manage project staff and matrix personnel to maintain baseline integrity.
  • Lead professional and non-exempt employees, including career development, performance reviews, and salary administration.
  • Deliver clear, accurate oral and written presentations to internal and external stakeholders on construction status, changes, and complex technical, organizational, or financial issues.
  • Analyze highly complex construction problems and develop innovative strategies to achieve early milestones.
  • Perform risk analyses, define corrective actions, and set priorities as the decision authority for construction activities.
  • Develop Construction Execution Strategies for capital projects.
  • Create Acquisition Strategies for subcontracted construction and Design/Build contracts.
  • Draft, support, or oversee large construction contracts and subcontract execution.
  • Maintain subcontract functional policies, procedures, and guidelines; standardize subcontract documents.
  • Support constructability reviews and Title II activities for capital projects.

Requirements

  • Bachelor’s degree in a technical discipline and 15–17 years of practical construction experience, including in-depth knowledge of construction methods, cost/scheduling, subcontract administration, and construction strategies.
  • Equivalent combinations accepted: Associate’s degree + 17–19 years of experience, or high school diploma + 19–21 years of experience.
  • Comprehensive knowledge of project management, tactical project planning, operations, maintenance, project startup, and construction subcontracts.

Preferred Qualifications

  • Experience developing large construction contracts for line-item capital projects.
  • Oversight or management of subcontract/STR programs at Savannah River Site.
  • Development of STR policies and procedures at Savannah River Site.
