Conduct compliance inspections and pursue corrective actions through letters, negotiations, and citations. Address violations of city zoning ordinances and coordinate with other departments to resolve complaints and ongoing issues. Essential Duties The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks may vary over time depending on the city's needs. Conduct inspections and investigations of properties and structures to ensure compliance with city zoning, property maintenance, dangerous building, and other municipal codes and standards. Recommend necessary improvements and notify owners or tenants of the reason for the inspection.Pursue corrective actions and abatement through letters, memos, and correspondence. Document and maintain records of code enforcement activities.Provide information to violators and the general public regarding codes, laws, and ordinances.Maintain accurate, comprehensive records and documentation related to work assignments and ensures all information is kept up to date.Research, review, and prepare a variety of reports, memos, correspondence, and documents and maintain records of enforcement activities.Prepare and conduct community education meetings. Develop new hire training curriculum and assist with training new code enforcement personnel.May testify in court regarding violations.May supervise lower-level personnel and manage more complex cases. Other duties as assigned.Support the city’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures. Minimum Qualifications Education and Experience Must possess a High School Diploma or GED and three (3) years full-time paid municipal code enforcement experience, or equivalent combination of education and experience. Must possess a Level I Basic Code Enforcement Academy certification from the Arizona Code Enforcement Association upon appointment. Supplemental Information Knowledge Safe and efficient work practices as they relate to code enforcement; basic principles, practices, and techniques of code enforcement, general city services, and municipal organizational structure as they relate to code enforcement.City, state, federal, and department procedures, policies and guidelines; city code; building codes; planning and zoning ordinances; property maintenance ordinances, construction terminology; code enforcement techniques.Knowledge of how to conduct field inspections, gather evidence, and document violations.Techniques for de-escalating confrontational situations and negotiating voluntary compliance.General office procedures; customer service principles; basic mathematics. Skills Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely; following instructions. Operating a personal computer utilizing code enforcement software, GIS systems, mobile inspection tools, and standard Microsoft Office applications.Interpreting laws, ordinances, codes, and regulations.Reading maps, plats, and drawings.Managing multiple cases, deadlines, and field inspections efficiently.Ability to safely navigate various environments and recognize potential hazards.Developing and conducting training for entry-level staff. Pre-employment Requirements Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position. License/Certification Must obtain a Level II Intermediate Code Officer certification from the Arizona Code Enforcement Association within one year of hire. Physical Demands and Working Environment Work is performed in a standard office environment and outdoors. May require frequent standing, walking, bending, stooping, sitting, and operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds. Requires operation of a vehicle..
