About the Role

Positions in this class investigate potential violations of municipal and state laws, ordinances, zoning codes, and property maintenance standards. They conduct compliance inspections and pursue corrective actions through letters, negotiations, and citations. The role addresses violations of city zoning ordinances and coordinates with other departments to resolve complaints and ongoing issues.

Responsibilities

  • Conduct inspections and investigations of properties and structures to ensure compliance with city zoning, property maintenance, dangerous building, and other municipal codes and standards.
  • Recommend necessary improvements and notify owners or tenants of the reason for the inspection.
  • Pursue corrective actions and abatement through letters, memos, and correspondence.
  • Document and maintain records of code enforcement activities.
  • Provide information to violators and the general public regarding codes, laws, and ordinances.
  • Maintain accurate, comprehensive records and documentation related to work assignments.
  • Research, review, and prepare a variety of reports, memos, correspondence, and documents.
  • Prepare and conduct community education meetings.
  • Develop new hire training curriculum and assist with training new code enforcement personnel.
  • May testify in court regarding violations.
  • May supervise lower-level personnel and manage more complex cases.
  • Support the city’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals.
  • Ensure compliance with safety procedures.
  • Other duties as assigned.

Requirements

  • High School Diploma or GED.
  • Three (3) years of full-time paid municipal code enforcement experience, or an equivalent combination of education and experience.
  • Level I Basic Code Enforcement Academy certification from the Arizona Code Enforcement Association upon appointment.

Knowledge

  • Safe and efficient work practices as they relate to code enforcement.
  • Basic principles, practices, and techniques of code enforcement, general city services, and municipal organizational structure.
  • City, state, federal, and department procedures, policies, and guidelines; city code; building codes; planning and zoning ordinances; property maintenance ordinances; construction terminology; code enforcement techniques.
  • How to conduct field inspections, gather evidence, and document violations.
  • Techniques for de-escalating confrontational situations and negotiating voluntary compliance.
  • General office procedures; customer service principles; basic mathematics.

Skills

  • Establishing and maintaining cooperative working relationships with coworkers and other individuals.
  • Communicating clearly and concisely; following instructions.
  • Operating a personal computer utilizing code enforcement software, GIS systems, mobile inspection tools, and standard Microsoft Office applications.
  • Interpreting laws, ordinances, codes, and regulations.
  • Reading maps, plats, and drawings.
  • Managing multiple cases, deadlines, and field inspections efficiently.
  • Safely navigating various environments and recognizing potential hazards.
  • Developing and conducting training for entry-level staff.

Pre-employment Requirements

Candidates who are selected for appointment may be required to:

  • Be fingerprinted (if 18 or older).
  • Successfully complete a background investigation and employment verification.
  • Undergo a drug/alcohol test, medical evaluation, polygraph, and/or psychological evaluation.
