About the role
The City of Rockville seeks a Senior Civil Engineer to manage major capital improvement program (CIP) initiatives for stormwater management. Key responsibilities include stream restoration, facility retrofits, flood resilience, and storm drain improvements.
Responsibilities
- Prepares construction plans, plats, descriptions, engineering computations, inspections, specifications, and estimates for various water, wastewater, storm drainage, stormwater management, sediment control, roadway, sidewalk, and other Public Works projects.
- Aids in planning and implementing preventative maintenance programs.
- Reviews standards, specifications, ordinance requirements, and regulations, and advises on modifications and impacts.
- Maintains adherence to codes, policies, industry standards, and engineering practices.
- Manages Architecture & Engineering (A&E) contracts, ensuring adequacy of work, timeliness, invoices, and coordination.
- Interprets designs, advises on intent issues, refines or revises designs, and resolves design/construction conflicts.
- Provides engineering guidance to Public Works Operation and Maintenance Division and other City Departments.
- Evaluates proposed projects, develops cost estimates, and prepares bid scopes.
- Supervises Engineers and Technicians, reviews stormwater management proposals, and manages individual engineering projects.
- Reviews site and subdivision plans, recommends permit conditions, and resolves complaints.
- Attends public hearings and meetings, and provides project updates to City Manager and Department Director.
- Assists in preparing budgets and administrative matters.
Qualifications
- Bachelor's degree in civil engineering or closely related field.
- Five (5) years of progressively responsible work in civil engineering, or equivalent combination of education and experience.
- Ability to obtain certification from the Board of Registration for Professional Engineers for the State of Maryland.
- Valid driver's license.

- Use of AutoCAD, Microstation, specialized engineering software, and data processing equipment.

- Reviewing engineering plans and documents.
- Utilizing GIS for data sorting and presentation.
