Senior Buyer

About the role

In this role, you will be part of the Procurement Team within the Oil & Gas and Chemical Sector, based in the Houston, Texas office.

Responsibilities

• Collaborate with the project team to develop and implement sourcing and commercial strategies for procuring engineered, tagged, or critical equipment and bulk materials, including preparing a master bid list while assessing criticality or risk.
• Prepare and launch open and closed invitation-to-bid processes using the company Procurement tool, expedite responses, serve as the single point-of-contact for supplier questions, and harmonize and complete commercial bid tabulations with recommendations.
• Negotiate best prices and commercial conditions with suppliers within budgetary limits and scope of authority, manage contractual negotiations in line with legal recommendations, and facilitate or lead Pre-Award meetings or proposal clarification meetings with suppliers and project personnel.
• Prepare and issue Purchase Orders and amendments per assigned Delegations of Authority and manage supplier acknowledgements.
• Maintain relationships with key suppliers in assigned categories to leverage their expertise, ideas, methods, market intelligence, and best practices for optimal value, and share knowledge with the category network and project teams.
• Manage expediting of major equipment and bulk material, as well as supplier documentation for allocated Purchase Orders, and update expediting status reports using Procurement Systems to monitor and track data and drawings.
• Assist construction with overages, shortages, damaged, and quarantined equipment, and confirm milestones with accounts payable for payment.
• Coordinate with the Project Team to release orders for shipment.
• Lead supplier conference calls or meetings to resolve or mitigate key or critical issues, ensuring alignment with project expectations.
• Maintain the highest ethical and professional standards of conduct as established by the organization, recognizing behaviors that contribute to Procurement fraud.
• Provide onboarding, training, mentoring, and development support for the team.
• Serve as a recognized expert on specific categories of supply, if applicable.
• Act as a deputy to the project procurement manager as required.
• Assist the procurement team in preparing reporting and KPI measurements (e.g., savings reports).
• Utilize company systems, tools, and spreadsheets efficiently, and maintain project procurement files in a prescribed and consistent manner, including timely close-out of Purchase Orders.
• Lead the completion of performance assessments for selected suppliers when needed.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in supply chain, business management, engineering, or equivalent experience.
• Minimum of 8 years of procurement experience in the Chemical, Oil & Gas, or Energy sectors.
• Preferred experience in EPC (Engineering, Procurement, and Construction) Projects.
