Senior Buyer
Job Summary
Performs tasks involved in the formation and administration of purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders. Performs expediting activities on project, in a support office, or at a jobsite in accordance with Project Procurement and Functional Expediting Procedures. Ensures the timely delivery of materials and equipment to meet project needs. Provides assistance for the input and assessment of project job-hour and monetary budgets.
Major Responsibilities
- Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of material requisitions for all project purchases.
- Develops project workhour estimates for Purchasing function.
- Maintains monitors project work and the expenditure of work hours within approved budgets.
- Participates with Construction and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements.
- Initiates and processes revisions that establish scope and effects on cost and schedule of agreed upon changes.
- Makes commitments and administers purchase orders.
- Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager.
- Affirms that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
- Collaborates with the global business unit Field Procurement Manager to provide functional guidance to Purchasing personnel at the project jobsite.
- Contact’s suppliers to obtain timely submission of engineering data and to follow-up on material acquisition, production progress and shipment.
Education And Experience Requirements
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Required Knowledge And Skills
- Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
- Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
- Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, backcharge procedures, resolution of claims and disputes, and other such related steps.
- Proficiency in oral and written communication.
