About the role

The Senior Director of Business Development will lead strategic growth initiatives across the Intelligence Community (IC) and Department of Defense (DoD).

Responsibilities

  • Develop and execute strategic business development plans that drive sustainable growth across the IC and DoD.
  • Identify, qualify, and manage a robust pipeline of new business opportunities supporting NGA, NRO, DIA, and other defense and intelligence customers.
  • Expand existing customer relationships while identifying new contract opportunities that align with WISC's strategic objectives.
  • Maintain ownership of the opportunity pipeline from identification through contract award.
  • Build, cultivate, and leverage trusted relationships with senior government leaders, acquisition officials, program executives, and key decision-makers.
  • Develop an in-depth understanding of customer missions, priorities, budgets, acquisition strategies, and emerging requirements.
  • Gather, assess, and validate customer requirements through continuous engagement with government stakeholders.
  • Represent WISC during executive-level customer meetings, industry engagements, conferences, and strategic planning sessions.
  • Partner closely with Capture Managers, Proposal Managers, Program Managers, and Technical Subject Matter Experts to develop and execute winning pursuit strategies.
  • Guide opportunity qualification, competitive assessments, win strategies, and Price-to-Win (PTW) development.
  • Lead business development efforts throughout the full lifecycle, providing continuity from opportunity identification through proposal submission and contract award.
  • Participate in gate reviews, capture reviews, pricing reviews, teaming strategy sessions, and executive milestone reviews.
  • Oversee proposal strategy development to ensure customer-focused, competitive, and compliant submissions.
  • Collaborate with executive leadership to establish growth priorities and long-term market strategies.
  • Provide market intelligence, competitive analysis, and customer insights to influence corporate growth decisions.
  • Support strategic teaming initiatives and identify partnership opportunities that enhance WISC's competitive position.
  • Serve as a key participant in executive growth reviews, strategic planning meetings, and customer engagement activities.

Requirements

  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with eligibility to obtain a Polygraph.
  • Bachelor's degree in Business, Engineering, Government, or a related discipline.
  • 10-15 years of progressive experience in Business Development, Capture Management, or Growth Leadership supporting the IC or DoD.
  • Demonstrated experience developing and managing large, qualified business development pipelines.
  • Prominent track record of expanding existing contracts while securing new business opportunities across the IC or DoD.
  • Experience leading strategic pursuits from opportunity identification through proposal development and contract award.
  • Strong understanding of the Federal acquisition process, procurement lifecycle, and competitive positioning.
  • Demonstrated success collaborating across capture, proposal, contracts, finance, and technical organizations.
  • Exceptional written, verbal, presentation, and executive communication skills.

Qualifications

  • Master's degree in Business Administration, Management, Engineering, National Security, or a related field.
  • Extensive professional network within the Intelligence Community, particularly across NGA, NRO, and DIA.
  • Existing relationships with senior government executives, acquisition officials, and program leadership.
  • Deep understanding of Intelligence Community and Department of Defense missions, priorities, acquisition strategies, and operational environments.
  • The successful candidate will have a demonstrated history of identifying, capturing, and winning significant federal opportunities, including responsibility for identifying and securing new business opportunities and on-contract growth valued between $100 million and $1 billion annually.
  • Proven success developing capture strategies that result in competitive contract awards.
  • Experience supporting proposal development and ensuring continuity across the entire business development lifecycle.
  • Strong leadership in competitive assessments, teaming strategies, customer engagement, and Price-to-Win analysis.

$150,000 - $200,000 annually
