Senior Business Analyst – Power BI Developer

Location: Baltimore, Maryland (Hybrid - 3 days onsite)

About the role

We are seeking a Senior Business Analyst / Power BI Developer to support a utility Areawide Program (UESC) focused on energy-saving measures and construction activities for a Federal Customer. The ideal candidate will have strong experience in Business Analysis, Power BI, SQL, and Excel, with the ability to gather requirements, analyze data, develop executive-ready dashboards, and communicate insights to leadership and stakeholders.

Responsibilities

• Gather and translate requirements from program leadership and stakeholders into clear business and reporting requirements.
• Develop and maintain Power BI dashboards and reports for leadership and decision-makers.
• Analyze project, portfolio, financial, schedule, risk, workload, and performance data.
• Use SQL to extract, validate, transform, and reconcile data from multiple sources.
• Use Excel for data analysis, reconciliation, validation, and ad-hoc reporting.
• Document business logic, requirements, and reporting specifications.
• Validate data and identify discrepancies or missing information.
• Communicate data trends and insights clearly to leadership and stakeholders.
• Work with multiple stakeholders and subcontractors in a fast-moving environment.
• Iterate dashboards and reporting solutions based on stakeholder feedback.

Requirements

• Experience as a Business Analyst, including requirements gathering, documentation, and stakeholder engagement.
• Hands-on Power BI experience developing dashboards and reports used by leadership or decision-makers.
• Strong SQL skills for data extraction, validation, and reconciliation.
• Strong Microsoft Excel skills for data analysis and reporting.
• Ability to translate business requirements into reporting and data solutions.
• Strong analytical, communication, and problem-solving skills.
• Bachelor's degree or equivalent relevant experience.

Preferred Qualifications

• Experience in the utility or energy industry.
• Familiarity with Oracle Customer Care and Billing (CC&B).
• Familiarity with CRM platforms, preferably Saratoga CRM.
• Power BI certification.
• Experience supporting utility programs, energy-saving initiatives, construction programs, or Federal Customer projects.
