About the role

This is a hybrid position (80%-100% remote) based in Austin, TX, open to local candidates or those in Texas willing to commute to the Austin office. The Business Analyst serves as a liaison between technical teams, program areas, and stakeholders to ensure complex calculations are accurately captured and validated and that business needs are translated into system, data, and technical requirements. The work also entails managing requirements, supporting solution design decisions, validating system behavior, and verifying that all functional, technical, data, and integration requirements are met, including enhancements following implementation. This role requires initiative and independent judgment in planning and carrying out work assignments in accordance with agency standards and client guidelines.

Responsibilities

  • Elicitation & Analysis — Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Requirements Writing & Visual Output — Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specification documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language.
  • BA Best Practices & Mentorship — Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.
  • Using Tools Effectively — Uses tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.

Requirements

  • 8 years experience with relational database concepts to understand how data is stored and accessed by applications
  • 8 years experience analyzing data used in system processing and reporting to identify issues and document logic
  • 8 years experience using SQL or query tools at a basic-to-intermediate level to retrieve, validate, and reconcile data
  • 8 years experience leading elicitation meetings and creating well-written system and technical requirements
  • 8 years experience documenting data requirements, rules, validation logic, and data definitions for systems and reports
  • 5 years demonstrated strong communication and facilitation skills
  • 5 years demonstrated strong writing and organization skills
  • 5 years experience collaborating with developers, architects, vendors, and infrastructure teams to support SDLC
  • 3 years experience supporting large-scale or complex information technology projects with multiple stakeholders

Preferred qualifications

  • 3 years documented work experience with the issue tracking software "Atlassian Jira"
  • 3 years documented work experience with the requirements management software "Modern Requirements"
  • 2 years documented experience working for or closely with a federal/state/local education agency OR an education vendor
