Role: SeniorBusiness Analyst Location: Hybrid, McLean, Virginia Duration: Contract or FulltimeConversation Salary: Based on Experience Senior Business AnalystSummary:Capstone IT is helping our client find a Senior Business Analyst / Health & Human Services (HHS) Subject Matter Expert who will support the modernization, design, and improvement of government health and human services programs and technology systems. This individual will bring extensive experience working with state HHS agencies, particularly in child welfare, childcare subsidies, licensing, and public assistance programs. The role combines business analysis, program expertise, technology solution design, and organizational transformation. The ideal candidate has managed statewide social service operations and understands how government programs and their supporting information systems work together. Top 4 SkillsState Health & Human Services (HHS): Extensive experience working directly with state HHS agencies, programs, policies, and operations.Child Welfare Information Systems: Experience with public child welfare systems, permanency programs, case management, and system modernization.Childcare Subsidy & Licensing Systems: Knowledge of childcare subsidy administration, childcare licensing, early childhood programs, and supporting technology.Integrated Eligibility & Public Benefits Systems: Experience with TANF, SNAP, integrated eligibility, and related government assistance programs. ResponsibilitiesHHS Business Analysis & Subject Matter ExpertiseServe as a subject matter expert for state HHS and child welfare programs.Analyze current business processes, program operations, and information systems.Help translate agency needs and program requirements into practical technology solutions.Support improvements to childcare subsidy, licensing, child welfare, and public benefits systems.Child Welfare & Early Childhood ProgramsProvide expertise in child welfare operations, permanency programs, and public child welfare information systems.Support solution design and improvements to childcare licensing and early childhood programs.Apply knowledge of childcare subsidies, Head Start, and other early childhood services.Organizational Transformation & LeadershipSupport large-scale transformation and change initiatives within government or human services organizations.Apply experience managing statewide permanency staff and operations.Coordinate with agency leaders, program stakeholders, and technical teams to support system and process improvements.Solution Design & Data AnalysisHelp oversee child welfare technology solution design and innovation.Analyze and interpret program and operational data to inform decisions.Ensure proposed solutions address the operational needs of government agencies and service providers. QualificationsRequired10+ years of relevant experience leading large-scale organizational transformation or change in government, nonprofits, or organizations delivering health and human services.Experience working directly with state Health and Human Services departments.Strong knowledge of child welfare programs and public child welfare information systems.Experience managing statewide staff or operations in permanency programs.Understanding of childcare subsidies, childcare licensing, and early childhood programs.Experience with integrated eligibility and public benefits programs, including TANF and SNAP.Experience overseeing child welfare solution design and program improvements.Strong analytical skills, including data analysis and interpretation.Ability to communicate with government stakeholders, business teams, and technology professionals.Ability to work independently and collaboratively.Ability to support a hybrid schedule in McLean, VA, and international travel. Nice to Have / PreferredBachelor’s degree in early childhood education, Child Development, Social Welfare, Public Administration, or another human services-related field.Experience with Head Start programs.Experience spanning multiple HHS program areas, including both child welfare and economic assistance.Experience with State Government Technology Modernization Initiatives.
