Senior Budgeting Analyst or Budgeting Analyst Trainee 1/2 (NY HELPS) - Finance Bureau

This position reports directly to the Associate Budgeting Analyst, SG-23, and will be assigned to the Finance Bureau.

Responsibilities

• Track and monitor revenue and expenditures across various funds.
• Prepare complex fiscal analyses, budget journals, and cash projects to ensure the agency operates within allocated funding limits.
• Generate expenditure reports and provide actionable recommendations to senior staff regarding budget variances or funding shortfalls.
• Liaison with vendors and control agencies in the execution of complex procurements and contracts.
• Resolve issues identified by agency staff, control agencies, or vendors occurring in contracts, RFPs, IFBs, RFQ’s, RFI’s, Sole/Single Source Procurements, or other related financial documents.
• Track funding allocations and expenditures.
• Communicate with various levels of agency staff (including executive staff), vendors, and control agencies including Office of the State Comptroller, Statewide Financial Services (SFS), and Business Service Center via email, phone, WebEx, chat, or in-person to answer questions, provide information, and resolve problems related to agency procurements and purchases.

Requirements

• Four years of experience in budget estimation, justification, and expenditure control functions (Budgeting Analyst Trainee 1, NS EQ SG 14).
• Five years of experience for advanced placement to Budgeting Analyst Trainee 2, NS EQ SG 16.
• Six years of experience for Senior Budgeting Analyst, SG-18.
• An associate degree may substitute for two years of specialized experience; a bachelor’s degree may substitute for four years; a master’s degree may substitute for five years; a J.D. may substitute for six years of specialized experience.
• Degree must be awarded by a college or university accredited by a regional, national, or specialized agency recognized by the U.S. Department of Education. If awarded outside the U.S., independent verification of equivalency is required.
• Must possess and maintain a valid driver’s license that allows operation of a vehicle in New York State as a term and condition of employment.
• Knowledge of Statewide Financial Services (SFS).
• Proficiency in Microsoft Office Suite.

Additional pathways to eligibility include:

• 55-b/c Appointment: Candidates with a current Civil Service 55-b/c letter of eligibility and at least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher may be considered.
• Reassignment: Current NYS Office of Parks, Recreation and Historic Preservation employees with at least one year of permanent or contingent-permanent service as a Senior Budgeting Analyst or Budgeting Analyst Trainee 1/2.
• Transfer: Candidates with one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst, eligible for lateral transfer under Section 52.6 or 70.1 of the Civil Service Law.
• Provisional Appointment (NY HELPS Program): Five years of experience in budget estimation, justification, and expenditure control functions. Education substitutions apply as noted above.

• Budgeting Analyst Trainee 1, SG-14: $53,764
• Budgeting Analyst Trainee 2, SG-16: $59,994
• Senior Budgeting Analyst, SG-18: $66,951 – $85,138
