About the role
The Florida Public Service Commission (FPSC) seeks a Senior Attorney to join the Office of General Counsel. The position focuses on administrative rulemaking and appellate work, with a flexible hiring salary commensurate with experience.
Responsibilities
- Work in the Appeals, Rules and Ethics Section of the Office of the General Counsel.
- Handle estimated 60% administrative rulemaking and 40% appellate work.
- Assist in defending Commission orders on appeal and rules challenged before the Division of Administrative Hearings.
- Represent the Commission before state and federal courts.
- Support other federal, state, or local agencies through filings and presentations.
- Prepare recommendations to the Commission and draft written Commission orders.
Requirements
- Admission to The Florida Bar and at least 5 to 8 years of combined experience in administrative law, rulemaking, and appellate law.
- Significant experience with Chapter 120, Florida Statutes, particularly agency rulemaking.

- Appellate law experience in the public or private sector or judicial clerkship experience.
- Excellent research, writing, and analytical skills.
- Appellate brief writing experience or exposure to appellate briefs.
- Oral argument experience or exposure to oral argument.
Qualifications
- Minimum of 5 to 8 years of combined experience in these areas is ideal.
- Minimum Qualifications: Admission to The Florida Bar and two years of professional experience in the practice of law, legal research, teaching law or in administrative or judicial meetings.
Skills
Desired skills include a career focus on administrative law, significant experience with Chapter 120, Florida Statutes, particularly agency rulemaking, and appellate law experience in the public or private sector or judicial clerkship experience.
