About the role

This is a Senior Attorney position in the Contracts & Special Projects Section of the Office of the General Counsel, located at the Tallahassee office. The attorney in this role represents the Department in the negotiation, drafting, and review of significant contracts and commercial transactions, including complex and high-value agreements related to the Department’s transportation programs. Strong general legal, contract, analytical, and communication skills are essential.

The Office of the General Counsel provides practical, solutions-focused legal advice to support the Department’s statewide programs, projects, and operational needs. Attorneys work closely with program leadership and technical experts to ensure initiatives are delivered effectively, efficiently, and in compliance with applicable law. Attorneys are encouraged to develop subject-matter expertise while collaborating across sections to address complex or interdisciplinary issues.

Responsibilities

• Represent the Department in the negotiation, drafting, and review of procurements and significant contracts and commercial transactions, including:
  • Funding agreements
  • Transportation development and project agreements
  • Public-private transportation system agreements
  • Intergovernmental agreements
  • Transit agreements
  • Rail agreements
  • Intermodal transportation system agreements
  • Agreements affecting the use of the Department right-of-way
• Thoroughly research all state and federal statutes, court cases, rules, and regulations affecting the Department’s operations and provide regular legal advice and representation.
• Advise personnel on legal powers and duties, how the law affects their operations, and the implementation of policies and rules.
• Perform legal analysis of proposed legislation affecting the Department’s activities.
• Provide legal advice in matters involving the financing of transportation facilities, including bonds, loans, and other financing mechanisms.

Requirements

• Member of The Florida Bar.
• Knowledge of:
  • Contract law and general principles of government procurement or commercial transactions
  • Administrative law and foundational procedural principles relevant to agency operations
  • The principles and techniques of effective verbal and written communications
• Skilled in:
  • Gathering, analyzing, and synthesizing information to create clear, persuasive, and well-structured documents
• Ability to:
  • Exercise sound legal judgment
  • Understand and apply applicable rules, regulations, policies, and procedures
  • Utilize problem-solving techniques
  • Work independently
  • Plan, organize, and coordinate work assignments
  • Communicate effectively orally and in writing

Pay

Annual salary range: $85,000.00 - $95,000.00
