Description

Eastern Shawnee Companies, LLC (ESC) is a board-governed holding company representing a collection of tribally owned small businesses providing professional and construction services. ESC is a wholly owned subsidiary of the Eastern Shawnee Tribe of Oklahoma (ESTO).

Responsibilities

  • Develop an initial prioritization plan after inspecting the physical and digital archive.
  • Transfer archival material between the CAC History Office, Combined Arms Research Library, and archive storage/processing locations while maintaining security, chain-of-custody awareness, and proper handling practices.
  • Appraise physical and digital materials for inclusion in the archive using professional archival standards, CAFLA organization practices, and sound historical judgment.
  • Review selected materials for classification considerations and recommend downgrading when appropriate, subject to Government review.
  • Prepare records not selected for inclusion for destruction or disposition in accordance with Army records management procedures, security requirements, and Government approval processes.
  • Preserve hard-copy and electronic archival documents using professional archival practices, with attention to physical preservation, electronic records preservation, and disaster preparedness.
  • Identify, arrange, and label archived documents according to the established CAFLA labeling system and current CAFLA processing instructions.
  • Digitize, convert, and upload materials into the CAFLA digital archive and SharePoint/database environment. This includes creating PDF/A files, converting Word/PowerPoint/Excel files to archival PDF format, using portfolio PDFs where appropriate, following CAFLA naming conventions, uploading documents, creating finder guide entries, and labeling folders.
  • Maintain and update the CAFLA Catalogue / digital finder guide so archived materials are discoverable, organized, and retrievable for historical research.
  • Retrieve hard-copy and digital documents in response to vetted CAC internal and external document requests. Requests average approximately five per week but may vary, and some requests may include short suspense windows.
  • Prepare and submit monthly status reports covering progress, deliverables, documents processed, retrieval requests, milestones, issues, and significant events.
  • Provide archival expertise during records management meetings, liaison visits, archive orientations, and instructional sessions for interns, archival professionals, students, senior leaders, or other authorized audiences.
  • Safeguard Government information, equipment, keys/key cards, work areas, archival material, and classified or sensitive records. All work involving Government records, CUI, or classified information must be performed using Government-furnished equipment and Government networks; contractor corporate systems may not be used for CUI or classified data.
  • Cook up with the contractor Program Manager, Quality Control Manager, Facility Security Officer, and other corporate support functions as needed to ensure continuity, compliance, quality control, and contract performance.

Requirements

  • Minimum Qualifications: Active SECRET security clearance at time of assignment and ability to maintain the clearance throughout contract performance. Knowledge of generally accepted professional archival principles, techniques, and standards. Experience appraising, arranging, preserving, cataloging, digitizing, and retrieving historical records or archival materials. Experience working with both physical records and digital archival collections. Working knowledge of Microsoft Office, SharePoint, and Microsoft Teams. Ability to work independently in a non-personal services contractor environment without direct Government supervision. Strong organizational skills and attention to detail, especially in applying naming conventions, folder structures, labels, metadata, database entries, and finder guide records. Ability to follow established Government, Army, and local archive procedures. Ability to handle sensitive, classified, or historically significant records with discretion and sound judgment. Ability to communicate clearly with Government stakeholders, contractor management, historians, researchers, and other archive users.
  • Preferred Qualifications: Bachelor's degree in history, archives management, library/information science, museum studies, public history, records management, or a related field. Master's degree in Library and Information Science, Archives Management, History, Public History, or a related discipline. Experience supporting military history, Army records, Federal records, DoD historical programs, or Government archives. Experience with PDF/A creation, Adobe Acrobat Professional, digital imaging/scanning workflows, archival foldering/labeling, and SharePoint-based document repositories. Familiarity with Army records management and history regulations, including AR 25-400-2 and AR 870-5. Experience creating or maintaining finding aids, archival catalogs, or digital collection access tools.
