About the role

The Department of Banking and Insurance seeks an experienced health policy advisor to work directly with the Commissioner and Department senior staff on major health-related initiatives, including the Department’s efforts to address affordability challenges in the health insurance marketplace. The work of this position will cover a range of topics, including health insurance affordability, plan design, innovative coverage options, regulatory tools, and public health outcomes. The advisor will conduct and refine research, analyze data and provide policy recommendations to the Commissioner and senior leaders within the Insurance Division and the State-based Exchange (GetCovered NJ). The advisor will play a role across all stages, including policy development, execution, and evaluation of outcomes. Candidates should have experience working with minimal supervision in a fast-paced environment. The Advisor should also be comfortable engaging with external stakeholders and synthesizing complex challenges into understandable policy solutions.

Responsibilities

  • Conduct policy research, perform analysis of relevant data, analyze actuarial studies. As required, research laws, regulations and legislation.
  • Participate in interdepartmental and agency working groups focused on healthcare and health policy.
  • Write and edit policy briefings, memos, slides, and other documents on short timelines.
  • Work with health policy counterparts in other agencies and the Governor’s Office to ensure alignment and facilitate collaborative problem-solving.
  • Engage with varied external stakeholders to receive feedback and share ideas.
  • Assist in overseeing and advancing the implementation of priority initiatives.
  • Evaluate the performance and outcomes of key health policy programs.

Requirements

  • Minimum of 10 years’ experience working in health policy, including demonstrated familiarity with insurance-related aspects.
  • Strong analytical skills, ability to examine data sets and draw conclusions.
  • Strong communication skills, both oral and written, especially the ability to explain complex topics to lay audiences.
  • Existing relationship and networks within the health policy space a plus.
  • Solutions-oriented, creative thinker, highly collaborative team player.
  • Self-starter with strong organizational skills, able to work under tight deadlines.
