About the role

The Chief, Digital and Artificial Intelligence Officer (CDAO) serves as the senior advisor to senior management on how best to ensure Enterprise IT Data Management fully and economically supporting DCSA's business operations and customer needs. In this regard, this role advises on and researches ways and means of effecting business transformation consistent with the DCSA strategic and business plans, and those of the DoW.

Responsibilities

  • Ensure enterprise data is visible, accessible, linked, trustworthy, interoperable, and secure to support the mission and activities of the agency and DoW and aligns with the framework of the Federal Data Lifecycle.
  • Accelerate the adoption of data, analytics, and AI capabilities, as well as other relevant digital technologies, to generate developing data, analytics, and AI strategic guidance and formulating related policy. Ensure unity of mission and tighter integration of digital, data, analytics, and AI organizations.
  • Lead DCSA digital, analytics, and artificial intelligence (AI) efforts to enhance operational efficiency, deliver decision advantage, and support the stakeholders. Improve how the agency collects, uses, manages and publishes data.
  • Oversight implementation of AI efforts and establish governance frameworks to ensure rapid and responsible AI adoption.
  • Promote and quantify Enterprise data management process improvements to achieve greater effectiveness and efficiencies within the DCSA, ensuring practices and controls are in place for accountability and appropriate data management.
  • Serve as a centralized resource for the identification, development, dissemination and tracking of enterprise-wide data management performance metrics and business intelligence in collaboration with mission owners.
  • Explore technological advances to increase efficiencies, decrease the cost of managing data and increase the value of the available data. Provide independent, expert advice on the most complex and consequential digital and AI challenges.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) Position in the Excepted Service under U.S.C 1601.

Work Schedule: Full Time.

Permanent Change of Station (PCS): May be Authorized.

Supervisory Position: Yes.

Fair Labor Standard Act (FLSA): Exempt.

Financial Disclosure: OGE-278e, Executive Personnel Financial Disclosure, is required.

Telework Eligibility: Supervisors may approve situational telework on a case-by-case, temporary basis for limited situations.

This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.

The incumbent may be subject to a two-year DCIPS trial period, unless required trial period has been served.

The incumbent may be subject to a one-year DISL trial period, unless required trial period has been served.

This position may require occasional Temporary Duty Travel (TDY), and will require frequent local travel.

This position is designated as Mission Essential.

Tour of Duty: Flexible with Agency policy.

The incumbent must be able to obtain and maintain a Top Secret/SCI security clearance.

Qualifications

TECHNICAL QUALIFICATIONS (TQs): There is NO requirement to prepare a narrative statement specifically addressing the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess the TQS within your resume - NOT TO EXCEED 2 PAGES. Resumes over the 2-page limit, will be disqualified.

Technical Qualifications:

  • Demonstrated expert-level experience in establishing, implementing, and continuously evolving an enterprise-wide data management strategy, data architecture, and governance framework. This includes leading repeatable data standardization efforts, designing data workflows aligned with the Federal Data Lifecycle, and establishing formal policies to guarantee that large-scale agency data is visible, accessible, linked, trustworthy, interoperable, and secure.
  • Demonstrated technical expertise in leading the integration of Artificial Intelligence (AI), Machine Learning (ML), and advanced analytics capabilities into enterprise operations. This includes directing the exploration of data to uncover trends and opportunities for automation, establishing rigorous AI governance frameworks to ensure rapid and responsible technology adoption, and delivering enabling digital services to support multi-stakeholder solution deployment.
