SENIOR ACCOUNTING OFFICER (SUPERVISOR)

Provides supervisory oversight of travel-related financial activities, fiscal functions needed to meet the Department’s program objectives, and ensures effective management of internal accounting operations for the Travel Unit.
Responsibilities
- Ensure timely, accurate, and compliant processing of travel reimbursements, travel advances, department-paid charges (airfare, hotel, car rental, toll, Uber4Business), and related accounting activities.
- Adhere to Accounting and Fiscal Services Section (AFSS) guidelines, State Administrative Manual (SAM), the Uniform Codes Manual, Generally Accepted Accounting Principles (GAAP), State Controller’s Office (SCO) policies, and applicable State and Federal laws.
- Supervise and review the work of accounting staff, including assigning workload, mentoring, training, and evaluating performance.
- Analyze financial data, draw conclusions, and implement effective courses of action.
- Prepare clear, complete, and concise financial reports upon request.
- Identify and implement process improvements using strong interpersonal and communication skills.
- Manage multiple priorities with short deadlines and work under pressure to meet them.
- Provide daily customer service with courtesy and professionalism.
- Work pre-approved overtime when necessary to meet deadlines, particularly during peak times such as year-end processing.
Working Conditions
- Hybrid (in-office/telework) position under Government Code 14200; telework agreements may be modified or cancelled at any time.
- Incumbent may be required to report to the office or any designated location at any time; all commute expenses are the responsibility of the selected candidate.
- Open-spaced, partitioned office environment with use of the FI$Cal Accounting System and software applications such as Microsoft Excel and Word.
- During peak times, including year-end processing, leave requests may be limited and approved on a case-by-case basis.
- Candidates must be residents of the State of California at the time of appointment and possess lawful authorization to work in the United States; the Department does not sponsor employment visas.
Requirements
- Statement of Qualifications (SOQ) required: a narrative (max two pages, 12-point Arial font, single-spaced) describing accounting education, training, experience, and work skills, including supervisory experience (leading, mentoring, training, assigning workload, and reviewing work).
- If using list eligibility from an online exam, documentation (e.g., transcripts, degree, license) verifying Minimum Qualifications (MQs) must be included with the application.
- MQs will be verified prior to interview or appointment; failure to meet MQs may result in disqualification.
Desirable Qualifications
- Advanced (intermediate-level) knowledge of Microsoft Word, Excel, and Outlook.
- Knowledge of California’s governmental accounting practices and policies, particularly those related to travel.
- Ability to analyze data, draw sound conclusions, and adapt effective courses of action.
- Highly motivated with strong organizational, time management, and interpersonal skills.
- Experience managing multiple priorities with short deadlines and working under pressure.
Pay
$6,523.00 - $8,106.00 per month. New to State candidates will be hired at the minimum salary of the classification or minimum of alternate range when applicable.
