About the Role

Responsibilities

  • Enters daily cash receipts and maintains familiarity with various regulations and sections of Insurance Law/Financial Services Law and the fees/taxes associated with each;
  • Reconciles cash receipts and maintains a working knowledge of reports; detects errors and takes necessary steps to correct them;
  • Applies knowledge of Generally Accepted Accounting Principles (GAAP), concepts, and practices;
  • Verifies, classifies and codes financial transactions for input following GAAP and applicable laws, rules and regulations;
  • Assists higher-level accountants with various duties involving assessments under the Financial Services Law and other statutory filings and taxes;
  • Assists with new and upcoming assessments and billings;
  • Updates or assists in updating systems and procedures and supporting schedules, forms and reports in response to changes in law;
  • Participates in audits of accounting and processing systems to ensure integrity of these systems;
  • Responds to inquiries by telephone and e-mail regarding bills, revenue, and accounts receivable;
  • Supervises staff and performs all associated duties related to supervision;
  • Performs other duties and special projects as required.

Qualifications

Trainee 1: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Trainee 2: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Journey Level: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Substitutions: A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience. A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

Appointment Methods

  • List Appointment: Candidates must be reachable on the Civil Service eligible list for 50-002010.
  • Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
  • 55 b/c Appointment: Candidates must meet the eligibility requirements of the Governor's Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law 55b/c.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, meaning no examination is required but all candidates must meet the minimum qualifications of the title. At a future date (within one year of appointment), employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

  • Trainee 1 Level SG-14: $53,764
  • Trainee 2 Level SG-16: $59,994
  • Journey Level SG-18: $66,951 - $85,138
