SEMS Operations Support Analyst

Under the direction of the Program Manager II, the SEMS Operations Support Analyst performs complex journey-level technical analytical assignments to provide vital administrative and program support. The incumbent coordinates specialized training initiatives, maintains internal program databases, tracks divisional projects, and assists with RSI technical toolset management. A core component involves driving project development through robust interagency collaboration and cross-functional integration.
Responsibilities
- Ensure absolute documentation accuracy and operational compliance, managing comprehensive work plans, milestones, and timelines using Microsoft Office and advanced project management software.
- Conduct data-driven research to enhance emergency response practices.
- Perform Completed Staff Work to develop and continuously refine complex disaster response documents.
- Foster critical collaborative relationships with external governmental and non-profit entities.
- Coordinate specialized training initiatives and maintain internal program databases.
- Track divisional projects and assist with RSI technical toolset management.
- Logically analyze complex, ambiguous problems to deliver comprehensive, standalone recommendations to executive leadership.
- Gather and analyze data to produce high-quality operational reports under compressed timelines.
- Act as a critical thinker who makes effective decisions despite high ambiguity and risk.
- Communicate effectively to lead and facilitate collaborative meetings involving diverse operational partners.
- Assume the most complex duties and rapidly adapt to shifting organizational priorities.
Working Conditions
- This is an in-office position and is not considered a hybrid telework role.
- Position is designated under the Conflict of Interest Code; completion of Form 700 is required within 30 days of appointment.
- In the event of an emergency, employees may be contacted outside of normal working hours (evenings, nights, weekends, and holidays) and requested to report to work.
- May require irregular work hours, work locations other than the official duty location, and duties beyond those specified in the official position description.
- Travel in support of emergency operations may be extensive (weeks to months), with little advance notice, and may require relocation to emergency sites.
Desirable Qualifications
- Core understanding or applied experience with the Standardized Emergency Management System (SEMS) to support state and local disaster toolsets.
- Ability to submit meticulous, error-free documentation and proactively apply constructive feedback for continuous improvement.
- Ability to remain calm, focused, and professional when managing multiple competing priorities in high-stress situations.
- Strong analytical skills to logically assess complex, ambiguous problems and deliver comprehensive recommendations to executive leadership.
- Experience gathering and analyzing data to produce high-quality operational reports under compressed timelines.
- Demonstrated ability to act as a critical, outside-the-box thinker who makes effective decisions despite high ambiguity and risk.
- Effective communication skills to lead and facilitate collaborative meetings involving diverse operational partners.
