About the role
The Security Specialist will play a crucial role in the Fleet Numerical Meteorology and Oceanography Center's (FLT NUMER OCEANGPHY METEO CTR) Personnel Security (PERSEC) and Insider Threat (InT) programs.
Responsibilities
- Develop, manage, enforce, and assess compliance and effectiveness of policies and procedures for PERSEC and InT programs.
- Provide guidance and instruction to FNMOC personnel in completing personnel vetting questionnaires.
- Respond to all requests for information from investigative agencies to support integrated vetting, such as DCSA or NCIS.
- Lead and/or participate in all required working groups and boards applicable to Integrated Vetting.
- Develop, maintain, and assess for compliance and effectiveness of the Industrial Security Program in accordance with Industrial Security standards.
- Assist in coordinating incoming and outgoing visit access requests for all Security Management Office Codes at FNMOC.
- Validate access levels and requirements for all visiting personnel, including on-site contractors and other local commands that access FNMOC facilities regularly.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Experience with all functions of DISS, NBIS, MP-ICAM or similar programs.
- Experience with security access requirements for job positions to determine required access level.
- Understanding the difference between "need to know", eligibility, and access.
- Experience granting or modifying access and creating proper documentation in security files for access at the SECRET level.
- Experience providing basic security indoctrination of all new personnel, understanding how the process may differ for Military, Government Civilian, or Contracted personnel.
- Experience providing individualized training as needed, e.g., international travel, special events, or remediation.
- Experience receiving, validating, and processing Visit Access Requests at all levels of classification.
- Experience assisting the visitor control officer as needed to check in valid visitors.
- Experience assisting the Security Dept in execution of Antiterrorism program.
- Experience understanding the Security Indecent and Navy Insider Threat reporting procedures.
- Experience understanding when an incident is an insider threat report or Security Incident Report.
- Experience creating both Security Indecent and Navy Insider Threat reports in the proper system of record.
- Experience communicating with executive and departmental level leadership of required reports and results of reports or actions for personnel under their purview.
- Experience drafting local procedures and recommending changes to programs charged with managing.
- Experience tracking and planning for the processing of continuous evaluation submissions and submission of new background investigations.
- Experience reviewing all Personnel Vetting Questionnaires submitted for completion and errors before submission to DCSA.
- Experience serving as a subject matter expert on the questionnaires to support employees as they complete the forms.
- Experience developing and leading working groups related to security, e.g., Insider Threat Working Group.
- Experience participating in all other working groups requiring input from Security.
- Experience leading and fostering partnering relationships with local commands and agencies to promote knowledge sharing.
Qualifications
- At least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Specialized experience must demonstrate the following:
- Experience with all functions of DISS, NBIS, MP-ICAM or similar programs.
