Security Services - Qualified Persons (Security Officer)

About the Role

The Qualified Persons Security Officers (QPSO) are healthcare employees licensed as Security Guards under the Private Investigators and Security Guards Act. QPSOs are specifically trained to support a safe and secure healthcare environment, recognizing and responding to challenging situations involving vulnerable mental health individuals through appropriate recognition, assessment, and de-escalation techniques. In designated health facilities, the QPSO supports the transfer of custody between police agencies and the health site as per the Manitoba Mental Health Act and regional policy processes. The role ensures a safe, comfortable, and supportive environment for clients, staff, and visitors while promoting reliability, effectiveness, and efficiency in Security Services operations.

Responsibilities

• Maintains a physical presence in health facilities to enable rapid response to potentially violent, aggressive, or threatening individuals.
• Utilizes de-escalation techniques to manage situations while ensuring personal and public safety; escalates force as necessary, including the use of handcuffs or containment techniques.
• Protects life and property at Prairie Mountain Health (PMH) designated sites.
• Collaborates with law enforcement and other agencies as required.
• Assumes custody of Mental Health clients in accordance with policy or legislation.
• Provides safe and secure escort for at-risk individuals within the health site for care purposes, including monitoring in waiting areas, treatment rooms, or isolation units based on assessed risk.
• Responds to emergency situations, supporting the incident commander or acting as Site Incident Command until relieved.
• Assists with fire safety, evacuations, and other emergency codes.
• Completes necessary documentation, reports, and incident logs as required by policy.
• Monitors and operates CCTV, card access systems, and other security controls or support plans.
• Evicts unauthorized individuals professionally and sensitively, coordinating with clinical providers and contacting police when necessary.
• Provides client/visitor wayfinding support and addresses their needs within health sites.
• Prepares or issues notices, summonses, and information related to Provincial Offences under relevant legislation and municipal bylaws.
• Maintains licensure, certifications, and position designation, including updates to Criminal Record Checks, Child Abuse and Adult Registry Checks, and ongoing education requirements.
• Conducts interior and exterior patrols, reporting deficiencies or damages to property, signage, lighting, vehicles, or equipment.
• Ensures visitor and staff parking infrastructure is maintained and operable; completes parking enforcement as per policy and municipal bylaws.
• Supports training and orientation for security personnel as directed.
• Performs other duties as assigned.

Qualifications

• Grade 12 education (Manitoba Standards).
• Minimum of one (1) year of experience as a Security Patrol Officer in a healthcare setting.
• Eligibility for and maintenance of licensure as a Security Officer (Guard) in Manitoba.
• Successful completion of Qualified Persons (QP) training and demonstrated competency under the Mental Health Act.
• Proficiency with handheld radios or radio communication devices.
• Province of Manitoba Class 5 Driver’s License and access to a personal vehicle for service within Prairie Mountain Health.
• Proficiency with Microsoft programs (Outlook, Word, Excel, Access, PowerPoint), internet applications, and information technology.
• Working knowledge of issues supporting vulnerable populations, including homelessness, addictions, harm reduction, crime prevention, and public safety.
• Physical ability to perform duties, including walking, standing, running, or physically restraining aggressive individuals.
• Demonstrated organizational skills and ability to work independently.
• Demonstrated problem-solving, decision-making, and flexibility in adapting to changing procedures.
• Strong communication skills and ability to maintain confidentiality.
• Ability to promote and respect a culturally diverse population.
