Key Responsibilities The Security Cooperation/International Engagement (SC/IE) Subject Matter Expert serves as SPACECENT's principal integrator for Security Cooperation planning, synchronization, assessment, and partner engagement. The position supports the S5 and Commander by translating command guidance into executable plans and coordinating across all SPACECENT directorates, USCENTCOM, U.S. Space Force organizations, interagency partners, U.S. embassies, Security Cooperation Offices, and partner nations. This position enables—not replaces—directorate responsibilities. All operational priorities, technical expertise, requirements, and assessments are provided collaboratively by SPACECENT directorates (S2, S3, S4, S5, S6, S8, SJA, PA, Staff agencies, and functional SMEs). The contractor integrates these inputs into a unified Security Cooperation framework. Key Responsibilities Innovative Projects: KBR’s work is at the forefront of engineering, logistics, operations, science, program management, mission IT and cybersecurity solutions.Collaborative Environment: Be part of a dynamic team that thrives on collaboration and innovation, fostering a supportive and intellectually stimulating workplace.Impactful Work: Your contributions will be pivotal in designing and optimizing defense systems that ensure national security and shape the future of Joint and multi-domain operations.Support the S5 in implementing Commander guidance and SPACECENT priorities for Security Cooperation and International Engagement.Integrate planning inputs from all SPACECENT directorates into synchronized regional, country, and functional Security Cooperation plans.Coordinate development and maintenance of campaign support plans, country plans, annual engagement plans, and implementation roadmaps.Facilitate cross-directorate planning meetings, working groups, and governance forums to ensure unity of effort.Coordinate with USCENTCOM, HQ USSF, DSCA, SAF/IA, Combatant Commands, Security Cooperation Offices, U.S. Embassies, and partner nationsDevelop Assessment, Monitoring, and Evaluation (AM&E) frameworks including measures of effectiveness and performance.Identify partner capability gaps based on operational assessments provided by SPACECENT directorates and recommend Security Cooperation activities to address validated requirementsSupport planning and execution of Key Leader Engagements, Senior Leader visits, multinational conferences, exercises, wargames, and subject matter expert exchanges.Prepare executive briefings, decision papers, information papers, trip books, read-aheads, after-action reports, and strategic correspondence.Maintain knowledge management repositories, engagement trackers, battle rhythm products, and executive dashboards.Support Foreign Military Sales and partner capability development by coordinating stakeholders and documenting operational requirements.Ensure Security Cooperation activities remain aligned with applicable DoD, USSF, USCENTCOM, and SPACECENT policy and theater campaign objectives.Provide recommendations to leadership while recognizing operational decisions remain the responsibility of SPACECENT leadership. Work Environment Location: On-site Tampa MacDill AFBTravel Requirements: Minimal 0-50%Working Hours: StandardRequired:10+ years of progressively responsible experience in Security Cooperation, International Affairs, Foreign Area Officer, Political-Military Affairs, Campaign Planning, or related DoD functions.Experience supporting a Combatant Command, Service Component, Joint Staff, Headquarters Service, or OSD.Demonstrated experience coordinating across multiple organizations and integrating diverse stakeholder inputs.Experience developing strategies, campaign plans, country plans, or theater engagement plans.Strong executive writing, briefing, facilitation, and project management skills.Knowledge of DoW Security Cooperation authorities, Joint Planning, AM&E, Foreign Military Sales, and coalition operations.Ability to manage multiple priorities while working collaboratively across functional organizations.Active Secret TS/SCI eligibility.Willingness to travel up to 50% of the time.Desired:Master's degree in International Relations, Strategic Studies, National Security, Political Science, Space Operations, or related field. Foreign Area Officer qualification or equivalent Security Cooperation experience.Experience working with Protocol and Public Affairs Offices.Joint Professional Military Education Phase II or equivalent.Experience with USCENTCOM and/or U.S. Space Force organizations.Experience supporting partner nation space capability development.Regional expertise within the CENTCOM Area of Responsibility.Experience with DSCA processes, AM&E methodologies, and multinational exercises.Foreign language proficiency, particularly Arabic, desirable. Scheduled Weekly Hours 40hrs Basic Compensation The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity. Compensation for Florida is $145,000 Additional Compensation KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
