Security and Systems Engineers

As a Security and Systems Engineer, you will support national-level telecommunications and IT infrastructure.

Responsibilities

• Perform plans, analysis, development, coordination, and evaluation of current NSEP and contingency telecommunications plans (D-16-1).
• Serve as the primary subject matter technical expert and directly lead IT and Information Management system administration and management for the assigned site.
• Operate and maintain a Satellite Communication (SATCOM) Ground Entry Point (GEP).
• Provide full-spectrum IT technical support for desktops, laptops, printers, VoIP, VTC, and mission-critical information systems.
• Manage HF, VHF, UHF, Ku-band SATCOM, and RF-over-fiber systems; lead setup, configuration, operation, and maintenance of radio and satellite communications networks.
• Develop and implement IT and telecommunications plans, strategic initiatives, and continuity support procedures.
• Advise senior leaders on system limitations, policy implementation, and operational impacts.
• Support national-level guidance integration and manage major communications programs for the division.

Requirements

• Must be a U.S. citizen.
• Required to obtain and maintain a Top Secret clearance with access to SCI and SAPs, including background checks as a condition of employment and/or continued access to Special Access Programs.
• Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Fair Labor Standards Act (FLSA): Exempt.
• Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
• Selectees must have a REAL ID or other acceptable identification documents to access certain federal facilities.
• The incumbent will be designated Non-Combat Essential (NCE) and may be required to deploy within CONUS only via temporary reassignment or stay in place to support contingency operations.
• Participation in readiness exercises is required.
• This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
• Military Reservists must arrange for a military deployment waiver from the Reserve Unit, remaining in effect while assigned to this position.

Qualifications

To qualify for an IT Specialist (INFOSEC/SYSADMIN) position, your resume and supporting documentation must demonstrate:

• Specialized Experience: One year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
  • Designing, integrating, and managing complex telecommunications systems including SATCOM (Ku-band), HF/VHF/UHF radio networks, RF-over-fiber architectures, and multi-path high-availability transport networks (99.999% uptime).
  • Providing full-spectrum IT systems administration—desktops, laptops, VoIP, VTC, network equipment, system configuration, and executive-level technical support—while ensuring operational readiness of IT and communications systems supporting continuity operations, contingency missions, or high-visibility executive environments.
  • Developing and implementing long-range telecommunications strategies, continuity communications plans, enterprise architecture designs, bandwidth/gap analyses, system acquisition documentation, and lifecycle sustainment plans.
• Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

• Substitution of education may not be used in lieu of specialized experience for this grade level.
• This position does not meet criteria for appointment of Reemployed Annuitants.
