Science/Engineering Program Risk Manager (Science/Engineering Program Manager 5)

Responsibilities

• Serve as the primary LANL program interface with NNSA Pu Modernization customers to strategize, develop, negotiate, and define risk management program goals deliverables, in accord with LANL and ALDWP capabilities, capacities, and priorities, that balance the best interests of the customer, the program, ALDWP, and LANL as a whole.
• Provide leadership, vision, and strategic and tactical planning for execution of the LANL Pu Modernization risk management program and may formulate, plan, and implement new risk management program development initiatives.
• Direct the work of and for the LANL Pu Modernization risk management program team and the application and implementation of the relevant program risk registers, risk workshops, and risk treatment strategies while also supporting the NNSA Pu Modernization Portfolio risk management program.
• Serve in a risk management consultative role to LANL senior management and directs risk management planning and coordination with senior-level internal and external stakeholders, organizations, and individuals to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with DOE/NNSA customers.
• Integrate significant, unique, and/or complex risk management program work with other ALDWP priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
• Apply broad knowledge and expertise to develop an execution/implementation plan that covers the risk management programmatic work from conception to completion.
• Erect significant, high-stakes risk and alignment workshops with internal and external senior Pu Modernization program stakeholders.
• Direct the risk management quantitative modelling, risk trend analysis, and risk dependency mapping efforts for the Pu Modernization effort - using Monte Carlo simulation and risk profile mapping techniques to identify significant risk trends, cascading risk items, and key risk indicators across the Pu Modernization portfolio.
• Use independent judgment to define risk breakdown structures to assign risk management programmatic deliverables or develop other means to accomplish the work.
• Interface and negotiate with other LANL agencies, ALDs, functional, and line managers to accomplish programmatic risk management work not specifically assigned to project/programs but impacts Pu Modernization risk management efforts.
• Work closely with project/program, functional, and line management to ensure risk management performance and monitor and track those effort's progress as they apply to cost and schedule against milestones.
• Use independent judgment to identify potential program/portfolio risks, work with the program/portfolio to develop risk treatment strategies, and recommend risk acceptance/avoidance tolerances.
• Establish risk management reporting and documentation requirements with NNSA customer(s) and serve as the primary spokesperson and is accountable to report risk management status, manage expectations, and warn of upcoming issues to Laboratory senior managers and to the customer(s).

Qualifications

• Education/Experience: Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 15 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
• Additional Skills and Knowledge: Expert-level knowledge and understanding of DOE/NNSA National Laboratory Complex legal, regulatory, and compliance requirements guidelines. Expert-level knowledge of program management and demonstrated experience in a scientific or engineering discipline that align with the LANL strategic mission/pillars. Demonstrated experience within the NNSA Pu Modernization program, particularly within risk management. Consultative experience in developing and nurturing effective high-level external and internal customer relationships. Consultative experience in interacting effectively with all levels of external and internal personnel (i.e., building trust, gaining consensus, and resolving conflicts). Advanced knowledge of and demonstrated experience in program/portfolio risk management and analyzing critical path and scenario modeling methodologies in P6. Demonstrated mastery of risk database systems (e.g., ARM) and quantitative Monte Carlo simulation software (e.g., @Risk, Acumen Fuse, Safran Risk). Demonstrated understanding of critical path scheduling to effectively map schedule-related program risks in P6 software and experience in conducting quantitative risk analysis using Monte Carlo modeling tools such as @Risk, Acumen Fuse, Safran Risk. Expert group facilitation, conflict resolution, stakeholder alignment, report building, and presentation skills with a demonstrated ability to translate technical statistical outputs into strategic, non-technical executive-level narratives. Demonstrated experience developing and implementing program/portfolio-specific Key Risk Indicators (KRIs) to serve as early-warning indicators for cost and schedule overruns.
• We Desire: PMI-RMP (Risk Management Professional), PMP (Project Management Professional), or CCP (Certified Cost Professional) certifications. Previous experience within the DOE/NNSA Complex and specifically NNSA Pu Modernization programs. Previous project/program/portfolio risk management roles. Expert knowledge in the use of ARM, @Risk, Acumen, Power BI, and SharePoint software with a working understanding of P6 software. Demonstrated experience developing and presenting informative, operative, and decision briefings to senior leadership. An active Q-level clearance and Sigma 15 access.
