About the role

This class is an advanced journey-level administrative supervisory position providing guidance and supervision to the tree management program and crews in the preservation of the city’s natural assets.

Responsibilities

  • Plan, organize, and direct the work of crews engaged in maintenance and management of the City’s urban forest;
  • hire, train, evaluate and supervise subordinate personnel;
  • Oversee the work performed by private contractors to include ensuring contractors meet all City contracting requirements in accordance with standards/specifications; evaluate and coordinate the work of contractors; process contractor requests for payment;
  • Supervise the activities of volunteer groups involved in the planting, maintenance and removal of City trees;
  • Review and evaluate tree maintenance and management needs by reviewing complaints and observing problems or upon direction from supervisor; determine work priorities and assign work;
  • Prepare and review work orders and schedule personnel and equipment in accordance with job requirements;
  • Maintain time, material, equipment use records, preventive management and inspection schedules, and planting/replacement programs; maintain urban forest inventory;
  • Organize and oversee use, maintenance, and repair of equipment; assemble material and equipment orders; evaluate bids; and write specifications and requisitions for supplies and equipment;
  • Perform inspections to evaluate work in progress, resolve work problems and determine maintenance needs;
  • Provide advice on proper care of trees and possible remedies for disease or pest problems; prepare tree damage and claim reports;
  • Perform plant and pest diagnosis, implementing appropriate corrective measures;
  • Participate in budget preparation and control, and project planning for city projects and administrative projects;
  • Select, train, supervise and evaluate assigned personnel;
  • Train staff in work procedures; provide policy guidance and interpretation to staff;
  • Develop and maintain staff training programs; train crews in the proper use and safe operation of equipment and materials, and the accepted methods of performing tree trimming, maintenance, and related projects;
  • Complete and maintain a variety of records and reports;
  • Supervise and coordinate emergency tree operations;
  • Respond to public contacts including answering questions, providing information, investigating issues in the field, referring issues to the proper person, department or agency for resolution;
  • Represent the city at public meetings concerning the urban forest;
  • Build and maintain positive working relationships with co-worker, other city employees and the public using principles of good customer service.

Requirements

Knowledge of: Local trees and plant species, arboricultural practices in streets and parks. Insects and diseases that infect trees and plants in the Davis region and the actions necessary to correct problems. Tree maintenance methods and equipment. Safety practices related to tree maintenance. Safety equipment and practices related to the work, including the handling of hazardous chemicals. The operation and maintenance of a variety of hand and power tools, vehicles and power equipment. Principles and practices of employee supervision, including work planning, assignment, review and evaluation and the training of staff in work procedures. Contract specifications, bidding, administration and management for arboricultural services and all other aspects of modern Tree Management practices. Business Math. Standard office practices and procedures, including the operation of standard office equipment such as computers and computer software applications to manage the urban forest. Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone.

Qualifications

  • Experience: A minimum of four (4) years active tree management experience including, including two years of supervisory responsibility.
  • Training: Equivalent to graduation from twelfth grade supplement by classes in aboriculture, park administration, ornamental horticulture, resource management or a closely related field.

Skills

Communicate effectively and concisely, both orally and in writing. Direct, supervise, train and evaluate staff. Detect insect and plant diseases and prescribe corrective action to eradicate problem. Prepare and monitor section budget. Operate a PC system and utilize computer applications. Use tact, initiative, prudence and independent judgment within general policy and legal guidelines.

Benefits

DCEA Longevity: A 2.5% increase in base salary only at 10 years and an addition 2.5% in base salary only at 20 years for a maximum of 5%. Vacation: New employees accrue 15 days of vacation per year. Sick Leave: Eligible for use after one month of employment. Sick leave accrues at 12 days per year. The city contracts with the Public Employees Retirement System (PERS) 2.5 % @ 55 retirement formula for current miscellaneous PERS members without a break in service. New employees who are brought into CalPERS membership for the first time on or after January 1, 2013, and who have no prior membership in any other California public retirement system, fall under the new defined benefit formula of 2 % @ 62 for miscellaneous members. Survivor Benefit: The city contracts with the Public Employees Retirement System for the 1959 Survivor Benefit Level Four (4).
