About the role

You will provide expert administrative and compliance support to the DOE/NNSA Contractor Industrial Relations Team at the Department of Energy National Nuclear Security Administration, Savannah River Field Office in Aiken, SC. The position is on-site and focuses on ensuring adherence to regulatory requirements for Davis Bacon Act (DBA) and Service Contract Act (SCA) contracts.

Responsibilities

  • Serve as a subject matter expert for the three labor standards governing Federal Prevailing Wage Determination.
  • Respond to contractor requests for assignment of SCA wage determinations.
  • Review contractor work order reports and provide recommendations to federal contracting officers.
  • Assist contractor personnel in resolving uncertainties related to proper classification of work.
  • Examine weekly payroll submissions for accuracy and compliance with regulatory requirements.
  • Review construction craft worker payrolls for statutory compliance, correct compensation amounts, and monitor overtime usage.
  • Conduct labor checks through field observations to ensure accuracy and compliance with regulatory requirements.
  • Provide Department of Labor comments to SRFO for resolution.
  • Develop and maintain a contractor labor relations file plan.
  • Prepare and maintain records.

Requirements

  • Experience identifying standards and requirements, compliance oversight, and documenting systemic issues.
  • Experience in a field requiring knowledge of Federal labor standards, administration, laws, and regulations.
  • Experience administering Federal policies and procedures related to labor standards, enforcement, and compliance (optimal).
  • Active Q Security Clearance required.
  • Must obtain and maintain Radiological Worker I certification.
  • Ability to create professional-quality correspondence, documents, and reports, including formatting and content.
  • Ability to maintain databases and communicate effectively in person, by telephone, or via email.
  • Skilled in interviewing and conducting internal investigations.
  • Proficient in internet-based systems and office equipment (computers, scanners, fax, copiers).
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • Ability to analyze contractor data, including labor standards classifications, compliance, and personnel classifications.

Qualifications

While a High School diploma or GED is acceptable, the role prioritizes hands-on experience and expertise in Federal labor standards.
