Essential Duties and Responsibilities
- Oversee all assigned projects and deliver safety-related functions.
- Collaborate with the Project Manager and Superintendent on delegated duties and activities.
- Develop site-specific safety programs for each stand-alone project.
- Implement safety policies and procedures in compliance with local, state, and federal OSHA rules and regulations.
- Roll out and implement safety programs with each Subcontractor before they start work on the site.
- Chair pre-construction safety conferences with Subcontractors before they begin work onsite.
- Inspect projects on a weekly or bi-weekly schedule, as required.
- Inspect and review required onsite documentation with the Project Manager or Superintendent, including MSDS and insurance certificates.
- Document each site inspection and submit monthly safety reports noting project deficiencies.
- Inspect organization facilities to detect hazards and determine corrective or preventative measures.
- Provide warnings and prevent access to hazardous conditions.
- Lead investigations of accidents and injuries and cooperate in hearings, lawsuits, and insurance investigations.
- Compile and submit accident reports required by regulatory agencies and Risk Management.
- Coordinate with Risk Management for quarterly insurance audits on all projects.
- Attend insurance carrier inspections.
- Maintain safety files and records.
- Manage OSHA compliance inspections and resolve issues generated from those inspections.
- Track and maintain all certifications and training for the Safety Manager and all Russell staff.
- Publish a quarterly log detailing current certificates for each field staff employee and its expiration date.
- Obtain and keep current Trainer Certificate, designating Safety Manager as an approved OSHA trainer.
- Train Russell staff as required and facilitate other safety-related training.
- Establish and manage the Safety budget and expenses.
- Participate in community safety groups such as ABC, as a Russell safety representative.
- Issue a monthly schedule detailing project inspection schedule with at least 75% of Safety Manager’s time charged to projects.
- Coordinate with the VP or Project Executive regarding Joint Venture safety requirements on a project-by-project basis.
- Prepare studies and analyses of industrial and project accident causes and hazards.
- Perform work safely and encourage others to do the same.
Qualifications
- Bachelor’s degree (B.A., B.S., or B. Arch.) in Engineering, Architecture, Building Construction, or Business Management from a four-year (five-year in Architecture) college or university.
- Five to six years related experience and/or training, or equivalent combination of education and experience.

- Ability to read, analyze, and interpret complex documents.
- Ability to respond effectively to the most sensitive inquiries or complaints.
- Ability to write speeches and articles using original or innovative techniques or style.
- Ability to make effective and persuasive presentations on controversial or complex topics.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
- Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases.
- Ability to deal with a variety of abstract and concrete variables.
- OSHA 10-Hour Training Certificate, CPR and First Aid Certificates.
- Familiarity with program management, construction management, development, and construction marketing concepts, procedures, and terminology as required.
- A strong background in composition of reports, proposals, technical correspondence, and documentation is also required.
