About the role

The Contracts and Finance Section of the Right of Way Division is seeking a Management Analyst to evaluate, streamline, and modernize contract, project funding, and data management-related business processes. This role will analyze current workflows, identify inefficiencies, and design solutions that improve accuracy, transparency, timeliness, and data quality, often through automation, system integration, and the application of emerging technologies. The ideal candidate brings a strong foundation in business operations and contract administration, with the ability to translate complex business needs into clear, actionable technical requirements. This position will play a key role in supporting the division's Data Quality Management (DQM) efforts by helping identify data quality risks, improve data governance practices, and develop sustainable processes that support reliable reporting and decision-making. A curiosity for emerging technologies, including AI, automation, and analytics tools, is essential, along with the ability to evaluate and implement practical solutions that improve efficiency, enhance data-driven insights, and support continuous improvement across systems and processes.

Responsibilities

Performs highly complex professional process, policy, and data analysis work in support of the Right of Way Division's Contracts and Finance Section. Work involves conducting organizational studies and evaluations of contract administration, project funding, and data management processes; designing systems and developing procedures; conducting work efficiency studies; and preparing operations and procedures manuals to assist management in operating more efficiently and effectively.

  • Identifying opportunities to streamline contract workflows, improve financial tracking and reporting, enhance data quality and governance practices, and strengthen integration across agency systems and tools.
  • Analyzing data quality issues, recommending process improvements to support accurate and reliable reporting, and translating business needs into clear, actionable system and technology requirements to support modernization initiatives, automation efforts, and the effective use of emerging technologies, including AI-enabled tools.
  • Overseeing the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.
  • Serving as a project leader.
  • Coordinating programs and projects to enhance efficiency and streamline operations.
  • Analyzing and evaluating business functions and activities; developing and monitoring performance data.
  • Developing recommendations for improvement and/or corrective action to standardize or improve current processes or systems.
  • Investigating and researching new or improved business and management practices for application to agency programs or operations.
  • Monitoring, evaluating and making recommendations concerning accounting activities and contract-related matters.
  • Performing budget-related review, planning and development activities.
  • Preparing comprehensive technical records and reports to present, interprets data, identifies alternatives; and makes and justifies recommendations.
  • Providing financial information and recommendations to management.
  • Researching and interpreting historical, current and projected data to identify problems, causes and areas where procedural or system changes are indicated.
  • Performing other job responsibilities as assigned.

Requirements

Education: Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant experience may be substituted for education on a year per year basis.

Experience: 2 years (Analyst III) or 3 years (Analyst IV) experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications: Project Management Professional (PMP)

Analyst III:

  • Extensive knowledge of: Statistical analysis methodologies and reporting procedures; program/project evaluation methods and techniques; fiscal planning and management practices; financial management and accounting systems; contract administration/management systems; applicable policies and procedures
  • Considerable knowledge of: Applicable analysis methodologies; Management Information Systems; budgeting methods and procedures
  • Expert skill in: Planning methods, techniques, and strategies; researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Proficient skill in: Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying to others; planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines; analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions; analyzing and organizing business and technical data; communicating complex ideas and information clearly, concisely, and effectively; interpreting and applying laws, rules, and regulations

Analyst IV: Increased skill in the above, and leading projects and project teams.
