About the role

The Technical Leader (TL) is accountable for advancing technical excellence, strengthening quality, and building technical capability across the Roadways discipline within the Infrastructure Business Unit (BOU).

Responsibilities

  • Advance technical excellence across the discipline by defining, standardizing, and reinforcing technical practices.
  • Promote consistent application of QA/QC processes, design standards, and technical review practices across projects.
  • Lead resolution of technical issues, ensuring appropriate risk mitigation and continuous improvement.
  • Ensure consistency in technical approaches across regions and Business Centers (BCs).
  • Embed technical expertise into project delivery by collaborating with delivery leadership and supporting project teams.
  • Build and lead a connected, high-performing technical community across the discipline.
  • Drive adoption of digital tools, advanced engineering methods, and innovative delivery approaches.
  • Support implementation of AI-enabled workflows that improve efficiency, consistency, and insight generation while maintaining appropriate human oversight.
  • Strengthen the visibility and credibility of the technical discipline through industry representation and thought leadership.
  • Develop and sustain technical capability across the discipline by contributing to strategic hiring and workforce planning.
  • Support strategic pursuits and ensure technical excellence is a core component of project outcomes.

Requirements

Required:

  • Bachelor’s degree in Engineering or relevant technical discipline.
  • Typically 15+ years of relevant experience.
  • Recognized technical expertise within an infrastructure discipline (Roadways).
  • Proven experience in complex project delivery and technical leadership.
  • Demonstrated ability to lead across regions and influence without direct authority.

Qualifications

Preferred:

  • Experience in digital transformation and innovation.
  • Knowledge of AI and its applications in engineering and project management.
  • Strong communication and collaboration skills.
  • Experience in managing and leading multidisciplinary teams.
