About the role
Performs work of moderate difficulty inspecting installation, repair, and abandonment of utility lines, services, and sanitary sewer laterals on both public and private property for conformity to City construction codes and specifications.
Responsibilities
- In accordance with both State and local law, assures that nuisances caused from the failure of water services and sewer laterals are corrected: issues proper notice; educates the homeowner with respect to responsibilities, procedures, and options; advises concerning the hiring of contractors to perform the work and the inspection of the work; prepares the council documents assessing the cost.
- Inspects the installation and abandonment of water services and sewer laterals throughout the City to assure compliance with the City Code and specifications: assists utility companies and contractors in locating and relocating sewer laterals; works with the Scott County Health Department and homeowners in seeking solutions to malfunctioning septic tanks; orders connections to city sewer in accordance with the City Ordinance; assists property owners and contractors in thawing frozen water services.
- Inspect the installation of mainline gas, telephone, electrical, cable, water, etc., and the repair of these utilities to insure the protection and restoration of public and private property.
- Maintains records: compiles complete log on construction projects; may be required to compile log on daily travel and inspections; prepares reports and records information into sewer Y and plat books.
- Performs public relations: collaborates with the individual homeowners, contractors, utility companies, City Departments, Public Officials and others in supplying information regarding policies, procedures and programs; may be required on occasions to appear in court to testify for the City in lawsuits against the City; coordinate and notify owners concerning service extensions required for paving and widening projects; also performs other public relations duties as may be required.
- Occasionally may be required to perform the duties of the sidewalk inspector.
Requirements
High School Diploma supplemented by three years of responsible experience in the public inspection field, at least one year of which must involve utilities inspections and public relations or an equivalent combination of training and experience.

- Good Knowledge Of construction trades utilities installation and repair geography of the City of Davenport
- Working Skill In reading and interpreting construction codes and specification following oral and written instructions working independently establishing and maintaining positive and effective working relationships with contractors, plumbers, utility companies, property owners, City departments, municipal officials, and the general public.
