Job Summary
This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
Essential Functions
- Provides leadership, mentoring and guidance to engineers.
- Oversee operation in coordination with the road trainmaster in compliance with rules and regulations.
- Ensures bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations.
- Maintain employee records and ensure compliance with policies and operating practices.
- Initiate action for non-compliance in a consistent and fair manner.
- Manage employees and train operations to optimize OTP and make recommendations to improve performance.
- Respond to service disruptions within area of responsibility.
- Implement safety plans.
- Provide written & oral reports.
- Interview, select & manage new-hire locomotive engineers.
- Manage and oversee locomotive engineer certification requirements.
- Administer engineer recertification courses and operating rules classes.
- Conduct efficiency tests, ensure compliance and maintain employee records.
- Ensure engine crews attend training classes, documenting and reporting training; communicate with carrier railroad managers regarding territory operations.
- Manage crew base budget for locomotive engineers.
Minimum Qualifications
- Bachelor’s Degree in Transportation, Business or related field or equivalent work experience, training, and/or education may be considered in lieu of a degree.
- 3 years of prior relevant experience required.
- Certified class I train service engineer.
- Operating experience, with no violations described in CFR 49 part 240.117, as train service engineer and/or as road foreman.
- Qualified as a designated supervisor of locomotive engineers.
- Qualified on physical characteristics of territory.
- Demonstrated experience as a train service crew member or Train Director/Dispatcher.
- Demonstrated experience as Locomotive Engineer.
Preferred Qualifications
- Demonstrated supervisory experience, leading and managing others with different levels of expertise.
- Demonstrated experience with train operation, crew base, crew management, operations, train handling and service delivery.
- Ability to develop and manage an operating budget.
- Qualified on physical characteristics of the assigned territory.
Knowledge, Skills, and Abilities
- Superior communication skills encompassing writing, speaking, and presentation.
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Proficient in CFR 236 Subpart I (PTC) regulations, CFR Part 240 regulations, Amtrak’s Airbrake and Train Handling Instruction, Operating Rules, and Safety Rules.
- Skilled in developing and delivering comprehensive training and testing programs with proven results.
- Demonstrate appropriate leadership traits through practical work experience, such as independence, initiative, collaboration, and mentoring.
Work Environment
- Spend approximately 25% of work time in an office setting, utilizing a computer, keyboard, monitor, and mouse to complete various administrative and operational tasks.
- Spend approximately 75% of work time in an outdoor railroad operating environment, which includes walking on uneven surfaces and performing physical activities such as reaching, bending, and stretching to board and detrain equipment.
- Regularly works extended hours as operational needs require, including being on-call and available to respond to emergencies. Is considered on duty at all times and must remain available 24 hours a week, including weekends and holidays.
- Frequently works outdoors and is exposed to varying and adverse weather conditions.
- Regularly resolves complex problems involving competing priorities in cognitively demanding situations.
- Consistently works in a fast-paced, time-sensitive environment with shifting priorities.
- Often manages multiple projects simultaneously.
- Subject to travel, sometimes with minimal notice due to service disruptions.
