RISK MANAGER

This position is located in the Operations Department, Code 300, Operations Planning Manager, Code 300.1 of NORFOLK NAVAL SHIPYARD.

About the role

You will provide assessments of all risks associated with very difficult and complex ship repair, maintenance, and major overhaul work performed onboard assigned ships/submarines. You will develop risk handling strategies from the initial planning stage through execution of all maintenance work, concluding at the delivery of the ship/submarine back to the operational fleet. Responsibilities include leading meetings and providing timely guidance to attendees and members.

Responsibilities

• Assess risks associated with complex naval ship and submarine overhaul, repair, and conversion projects.
• Develop and implement risk handling strategies throughout the maintenance lifecycle, from planning to delivery.
• Lead risk management meetings and provide guidance to team members and stakeholders.
• Utilize management information systems and databases to collect metrics, analyze operational data, and apply fact-finding techniques.
• Provide executive-level assessments and recommendations based on quantitative analysis and advanced evaluative methods.
• Advise senior management on the acceptance, mitigation, transfer, or avoidance of operational risks impacting cost, schedule, technical quality, and environmental/safety.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after December 31, 1959, must be registered for Selective Service.
• Must successfully complete a pre-appointment physical examination.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). Participation in medical surveillance programs is required.
• May require travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Experience with risk management for complex naval ship and submarine overhaul, repair, and conversion.
• Experience utilizing management information systems and databases to collect metrics, analyze operational data, apply fact-finding techniques, and provide executive-level assessments and recommendations.
• Experience utilizing quantitative analysis and advanced evaluative methods to assess risks and develop comprehensive solutions for complex challenges impacting cost, schedule, technical quality, and environmental/safety.
• Experience advising senior management on the acceptance, mitigation, transfer, or avoidance of operational risks.
