Right of Way Staff Inspector

New hires are typically brought into the organization between $26.84 - $33.35/hour, based on experience and education. Responsibilities

In this position you can expect to work in the field Monday-Friday and occasionally report to the Wastewater Building (2000 W 3rd Ave).

As Right of Way Staff Inspector you will:

• Perform entry-to intermediate-level construction inspection work on development and capital improvement activities impacting the public ROW, ensuring compliance with DOTI Standards, approved construction documents, codes, and City ordinances.
• Receive training on inspection procedures, policies, methods, and safety practices; progressively take on more complex inspection responsibilities as skills develop.
• Review construction documents with ROW Project Managers, engineers, and supervisors; identify conflicts between plans and field conditions and assist in resolving issues.
• Issue Street Occupancy Permits, which includes reviewing Traffic Control Plans (TCPs) for compliance with MUTCD, Denver Amendments, and DOTI standards.
• This permitting process also involves evaluating field setups for potential deficiencies and coordinating with contractors and other entities to address access and safety concerns.
• Apply and continue learning DOTI Standards, specifications, guidelines, and safety requirements; provide accurate compliance guidance to development teams and contractors.
• Inspect ROW infrastructure including sidewalks, curbs, gutters, paving, grading, signage, concrete and rebar, landscaping, and other features to ensure proper installation and material quality.
• Cookordinate with independent testing laboratories to perform materials, soils, and concrete testing; maintain test data and incorporate results into project documentation.
• Prepare clear, detailed daily inspection reports, photographs, logs, field notes, and documentation of deficiencies, corrective actions, and project progress.
• Assist in validating quantities of materials for Payment Performance Bonds or project verification, ensuring compliance with plans and specifications before approvals proceed.
• Identify substandard or non-conforming work and recommend corrective actions; confirm repairs meet standards and contract requirements.
• Serve as an on-site point of contact for contractors, utility companies, City departments, and project managers to support schedules, safety, and quality expectations.
• Assist customers and contractors with ROW permit workflows, including application entry, license verification, submittal checks, and issuing Ready-To-Pay permits once approvals are completed.
• Participate in design and plan review discussions related to ROW impacts, providing field-based insights to improve constructability and traffic management.
• Support community outreach by responding to and resolving 311 service requests, constituent concerns, and City Council inquiries related to right of way construction and street occupancy.
• Cookordinate communication with residents and businesses affected by ROW work and ensure timely, clear information is provided throughout the permitting and construction process.

Our ideal candidate has some or all of the following experience, skills, and characteristics:

• Experience inspecting ROW construction or development-driven public infrastructure work.
• Familiarity with MUTCD, Denver Amendments, and DOTI Standards.
• Experience reviewing TCPs or evaluating field traffic control.
• Knowledge of construction materials, soils, and QA/QC processes (from Staff Project Inspector).
• Strong customer service skills and experience working with contractors, utilities, or public-facing technical services.
• Detail-oriented, safety-minded, and comfortable in a field-forward role that balances inspection, customer service, and technical problem-solving.
• Proficiency with MS Office Suite.

Requirements

Required Minimum Qualifications:

• Education requirement: Bachelor's Degree in Construction Management, Engineering or a related field.
• Experience Requirement: None.
• Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
• Licenses and certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
