About the role
As a Right Of Way Maintenance Coordinator at Phillips 66, you will lead a program of land and right-of-way projects that make safe, reliable maintenance possible across our assets. You will bring structure and clarity to complex work by aligning stakeholders, coordinating access and agreements, and ensuring field teams have what they need when they need it. This is a highly visible role where your ability to navigate landowner relationships, regulatory requirements, and operational priorities will directly impact our ability to maintain and operate our facilities.
Responsibilities
- Lead a program of interdependent real estate and right-of-way projects that enable safe, compliant maintenance activities, setting the vision, plans, and schedules to deliver on time, on budget, and to scope.
- Plan and manage the portfolio of land and access work that supports scheduled and emergent maintenance, ensuring site availability, right-of-way access, and alignment with operational priorities.
- Define project scope and requirements by gathering input from Maintenance, Operations, Engineering, Legal, and other stakeholders, translating land and real estate needs into clear deliverables and work plans.
- Oversee negotiations and agreements for temporary and permanent easements, access, workspace, and damage settlements, balancing company objectives with landowner and community expectations.
- Lead and develop a small to medium project team and external contractors performing land-related activities, setting expectations, coordinating work, managing resources and costs, and driving continuous process improvement.
- Proactively identify and manage program risks, issues, and dependencies—including title, permitting, regulatory, and stakeholder concerns—and implement practical solutions to keep maintenance projects on track.
- Build and maintain strong relationships with landowners, community stakeholders, municipalities, regulatory agencies, and internal partners, providing clear, timely communication and ensuring land constraints are understood in maintenance planning.
- Establish and maintain program reporting, assurance reviews, and performance metrics, providing transparent status, benefits realization, and recommendations to leadership.
- Conduct enterprise-level business analysis on land and right-of-way needs, recommending improvements to processes, tools, and strategies to optimize maintenance execution and long-term asset reliability.
Requirements
- Legally authorized to work in the job posting country
- High School Diploma or GED equivalent
- 5 or more years of experience in land acquisition, right-of-way, or real estate development
- Strong negotiation, analytical, and communication skills with proven ability to influence and build stakeholder relationships
- Proficiency in financial analysis, risk assessment, and compliance management
Preferred
- Strong right-of-way experience in the oil and gas or energy industry supporting pipeline, maintenance and operations programs
- Bachelor's degree
- Advanced degree in real estate, land management, business, or a related field
- Demonstrated success leading programs or portfolios of interdependent projects with moderate to high complexity
- Strong track record building trusted relationships with landowners, community stakeholders, and regulatory agencies
- Expertise negotiating easements, access agreements, and damage settlements in ways that balance company and stakeholder needs
- Proven ability to mentor, coach, and develop team members and contractors
- Experience applying structured project management methodologies and continuous improvement to drive better outcomes for maintenance programs
Pay
This position has a base salary range of $140,400- $171,600.
