The Role

We are seeking a Certified Residential Right of Way Appraiser to join our team in Tennessee or Kentucky. This role involves managing the ROW program, overseeing appraisals, and negotiating complex acquisitions.

Responsibilities

  • Manage all aspects of the ROW program, including scheduling, budgeting, and performance management.
  • Lead teams of agents, consultants, and fee appraisers in accordance with eminent domain laws and Federal Highway Administration guidelines.
  • Review and approve or recommend values for complex properties, ensuring compliance with UASFLA (Yellow Book).
  • Conduct in-house valuations and lead negotiations for sensitive or high-value acquisitions.
  • Participate in mediation sessions and represent the department before boards.
  • Ensure compliance with federal and state regulations regarding acquisition activities, appraisal reports, and relocation assistance programs.
  • Prepare comprehensive status reports for management and boards.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • A minimum of 8 years of progressively responsible experience in right-of-way, with several years in supervisory or project management roles.
  • Certified Residential Appraiser certification.
  • A valid driver's license, with some travel required.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office Suite, including Word and Excel.
  • A high level of attention to detail and strong organizational skills.
  • A proactive and self-motivated work ethic with the ability to manage multiple tasks.

Qualifications

  • Knowledge of real estate law and land valuation.
  • Strong negotiation and conflict resolution abilities.
  • Excellent written and oral communication skills.
