About the role
The Revenue Recovery Specialist II position supports the County Tax Collector's Office. Key responsibilities include collecting and servicing delinquent accounts for various County departments.
Responsibilities
- Preforms a wide scope of complex and specialized technical financial and statistical record keeping work; maintains and updates account receivables in various computer programs.
- Investigates delinquent accounts for collections of monies due, gathers and investigates financial information from credit sources.
- Uses a variety of methods and procedures for locating absent taxpayers.
- Establishes payment plans for delinquent tax payers.
- Prepares levy notices to financial institutions against delinquent tax payers.
- Maintains the mobile home transfer program by issuing demands for security deposits and issuing mobile home tax clearance certificates as requested by taxpayers and title and escrow companies.
- Affords assistance to the Assistant Treasurer-Tax Collector in the processes of preparing for a Tax Deed Sale, which includes reviewing and editing legal documents and publications.
- Fields inquiries from the general public, realtors, title companies, and mortgage companies related to property taxes, tax delinquency, special assessments, and transient occupancy taxes.
- Receives legal documents; examines documents for completeness and conformity to requirements; returns unacceptable documents; prepares files for new clients.
- Prepares new collection fee schedules according to legal code requirements; assigns internal trust numbers; sets-up billing codes; updates computer program.
- Collections payments, issues receipts, balances cash drawers; deposits collections into County Collector Trust for distribution; reconciles daily and monthly collections and distributions; fields collections.
- Prepares month-end distribution of payments, prepares transfers, prepares warrants to restitution victims, prepares reports to referring departments regarding monthly collections and balances; prepares monthly collection report to the Board of Supervisors; prepares and sends monthly client billings; prepares judgments for recording, prepares judgment satisfactions.
- Verifies, enters, retrieves, corrects, maintains, and updates information in computer collection system; maintains a variety of financial/statistical records.
- Affords assistance to other departmental personnel in performance of other duties; performs related duties as required.
Requirements
- Education and Experience: Equivalent to a High School Diploma or GED with college coursework in bookkeeping, accounting, business administration or closely related field. A Bachelor’s degree is preferred and may be substituted for equivalent experience.
- Four (4) years of responsible experience in government financial work and/or tax collection, including investigative methods, collection procedures, financial recordkeeping and cash handling.
- Must possess and maintain a valid Driver’s license.
Qualifications
- Knowledge, Skills and Abilities: Requires Knowledge of and Ability to:
- Knowledge of modern office methods, practices and terminology as it pertains to financial record keeping.
- Sufficient skills in reading, math, written and verbal communications necessary to perform journeyman level work.
- Ability to type accurately at a rate sufficient to perform duties on a satisfactory basis.
- Ability to operate with a high degree of productivity and accuracy from both written and oral instructions.
- Basic clerical skills and knowledge of various forms typically acquired in one or two years of clerical experience in a business environment.
- Ability to sustain close visual and mental attention in the performance of routine work.
- Ability to establish and maintain effective working relationships with fellow workers and/or other county department representatives.
