Revenue Billing Manager
About the role
This classification serves as a second-level supervisor in the Revenue Administration Billing and Assessment unit. Work involves oversight and management of all billing-related activities. The incumbent will make interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Incumbents supervise management, professional, paraprofessional, and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Responsibilities
- Annual billing, supplemental billing, and delinquent billing for all tax types as outlined in the Code of Virginia
- Administers, manages, and monitors all billing functions, including annual and supplemental billing activities
- Updates positive pay for files with Wells Fargo for electronic payments
- Updates online payment websites, if applicable
- Responds to and assists external customers, taxpayers, and citizens
- Develops, implements, and monitors policies and procedures; oversees correspondence
- Manages and supervises staff; performs duties such as performance evaluations and training
- Assists other City of Richmond departments regarding posting payments and other processes
- Reviews processes and procedures to evaluate ways to improve
- Performs testing of new software upgrades and products
- Coordinates with print vendor and mailings
- May oversee daily operations and direct workflow
- Conducts, attends, and participates in departmental staff meetings and meetings with other departments, city leadership, and citizens
- Reviews, prepares, and submits reports; represents the City on matters of fiscal policy and regulation
- Manages budgets and approves expenditures; manages personnel
- Supports other budgeting and forecasting activities as required
Requirements
Knowledge

- State and local government tax and/or billing policies and best practices
- Personal Property, Real Estate, and Business taxes policies and valuation practices
- Audit practices
- Basic accounting principles
- Governmental accounting concepts

- Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat

Qualifications
- Bachelor's degree in business administration, finance, accounting, or related field
- Five to six (5-6) years of experience in a related field
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Environmental Hazards & Physical Requirements
Working conditions may include:
- Exposure to travel within and outside the City of Richmond
