Responsibilities
- Aid in force structure analysis and strategic resourcing strategy development.
- Contribute to drafting requirements documents for training systems, including riverine/coastal craft, UxS platforms, and simulators.
- Coordinate with program offices and vendors for acquisition alignment and modernization efforts.
- Support industry engagement and market research; evaluate commercial solutions; assist with vendor site visits and demos.
- Develop Program Objective Memorandum (POM) and budget inputs; conduct forecasting and build fiscal planning tools and metrics.
- Generate cost estimates, milestone tracking tools, and validate obligation amounts tied to acquisition objectives.
- Assist in executive-level communications and briefings; prepare after-action reports, decision papers, and KLE briefings.
- Track CONUS/OCONUS site visits; ensure readiness requirements (travel, clearances, medical, etc.) are met for platform validation efforts.
- Analyze and advise on NSWC and DON funding strategies, including MFP-2 and MFP-10 resource streams.
- Respond to data calls, budget exercises, and capability gap justifications; provide actionable recommendations.
- Interpret Congressional, SECNAV, and OPNAV guidance to inform command’s resourcing priorities and strategic investments.
- Utilize BI tools (Excel dashboards, PowerPoint briefs) to monitor and report Key Performance Indicators (KPIs).
- Maintain collaborative working relationships with DOW, DON, NSWC, partner nation reps, and internal/external stakeholders.
- Ensure alignment of SBTC capability development efforts with national security strategy, command operational goals, and fleet readiness requirements.
- Prepare and present command briefings, reports, and recommendations to various levels of the NSWC and DON chains of command.
Qualifications
- Ten (10) years’ experience as an active-duty service member in at least one of the following specialties: USN SEAL, USN SWCC, USA Special Forces, Ranger, Infantry, USMC MARSOC, CG Maritime Security Response Team, USAF Special Warfare Operator, or Maritime SOF.
- Four (4) years’ experience as a USN NEC 805A Instructor or service/agency equivalent.
- USN Master Training Specialist (MTS) certification or another service/agency equivalent.
- Experience with riverine/coastal craft, unmanned systems (UxS), or maritime platforms preferred.
- Fluency in English; preference for fluency in Spanish and/or French.
- Five (5) years’ collective experience working with/implementing the following Naval Instructions in their respective courses: OPNAVINST 5100.19 Series, OPNAVINST 3500.39 Series, OPNAVINST 4790.4, and OPNAVINST 5530.13C.
- Five (5) years’ experience in logistics and maintenance support of various U.S. Navy maritime systems, watercraft, and equipment.
- Proven ability to manage and align Program Objective Memorandum (POM) cycles, budget tracking, and financial resource planning in support of command goals.
- Familiarity with DON and NSWC acquisition policies, JCIDS, and strategic investment planning.
- Demonstrated ability to produce executive level strategic assessments, funding profiles, justification papers, and KPI dashboards using Microsoft Office tools (Excel, PowerPoint, Word).
- Active Top Secret clearance or ability to obtain.
- Ability to maintain Level 1 Fitness Standard: able to manipulate all equipment utilized within courses; able to on and off board all vessels utilized within courses; able to sustain being underway during training evolutions.
