About the role
We are seeking a highly experienced Resident Project Engineer to oversee major airfield and aviation facility infrastructure improvement projects at the Phoenix Airport.
Responsibilities
- Review and approve submittals from contractors and designers (materials, equipment, shop drawings, etc.)
- Process, coordinate, and review change orders; evaluate impacts and negotiate where appropriate
- Attend pre-construction, kick-off, progress and coordination meetings
- Manage RFIs (Requests for Information) — track, follow-up, and ensure timely resolution
- Cover design clarifications, modifications, and coordinate with the design team (architects/engineers)
- Maintain grant-funding compliance and prepare progress reports as required (e.g., FAA / DOT funding)
- Lead and enforce quality control / quality assurance (QC/QA) processes on site
- Track, manage, and maintain project documentation: daily diaries, photo logs, inspection reports, pay applications, field testing reports, vendor tickets/receipts, submittals/archives
- Provide ongoing field oversight: monitor contractor work (fuel islands, aprons, concourses, utilities), verify grading, drainage, structural, concrete, asphalt, utilities, piping installations, and alignment per contract documents
- Review and certify contractor pay requests and progress payment applications in coordination with the Construction Project Manager
- Ensure traffic control plans (TCP) and safety procedures are in place and enforced on active job sites; maintain awareness of airport operations impact and safety zones
- Interface with airport operations, engineering, construction management, stakeholders (including airlines, FBOs, utilities, tenants) to coordinate work and minimize operational disruption
Qualifications
- Minimum of 15 years of directly relevant construction oversight experience, including owner-representation or field engineering on large capital / infrastructure projects
- Demonstrated experience at operating airports, particularly with FAA grant-funded projects (or comparable aviation authority) and responsibility for field oversight of general contractors on airfield or airport‐facility projects
- Strong technical background in civil/structural/airport infrastructure: utilities (water, sanitary sewer, storm drainage), utilities appurtenances, heavy paving (asphalt & concrete), aprons, taxiways, concourses, fuel systems, other airside infrastructure
- Bachelor's degree in Engineering (Civil, Structural, or Construction Engineering), Architecture, Construction Management or similar required
- Excellent ability to read and interpret construction plans, drawings, specifications, and contract documents
- Proven experience with quality control/quality assurance, change management, documentation control, scheduling (including CPM schedules), pay-applications
- Proficient in Microsoft Outlook, Word, Excel (and ideally project documentation software such as Bluebeam, Procore, Aconex or equivalent)
- Excellent communication and coordination skills — must work effectively with contractors, design professionals, airport/owner staff, operations departments, and stakeholders
- Valid Arizona driver's license (or ability to obtain)
- Able to work in field conditions, including on-site at an active airport environment with operational constraints, safety requirements, schedule pressures, varied hours as needed
Requirements
- Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required
- Frequent lifting and/or moving light equipment up to 50 pounds without assistance
- Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights
Physical Requirements
- Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required
- Frequent lifting and/or moving light equipment up to 50 pounds without assistance
- Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day
- Ability to work in field conditions, including on-site at an active airport environment with operational constraints, safety requirements, schedule pressures, varied hours as needed
