Resident Engineer
About the role
The selected individual will oversee the construction process and staff for various project types including bridges, highways, and roads. Responsibilities include oversight of work to ensure execution is accomplished in a timely and cost-effective manner, and in accordance with plans, specifications, and client expectations.

- Coordination among contractor, designer, and airport stakeholders.
- RFI and submittal review.
- Knowledge of construction management processes, means, and methods.
- Knowledge of building products, construction details, and relevant rules, regulations, and quality standards.
- Understanding of all facets of the construction process.
- Familiarity with construction management software packages.
- Ability to plan and see the “big picture”.
- Competent in conflict and crisis management.
- Strong leadership and human resources management skills.
- Excellent time and project management skills.
- Verification of construction compliance and inspection oversight.
- Electronic records management and as-built documentation.
- Lead and manage aviation, transportation, and public infrastructure capital improvement projects throughout all phases from planning through closeout.
- Serve as the primary point of contact between clients, contractors, consultants, stakeholders, and internal project teams.
- Develop and manage project execution plans, schedules, budgets, risk management strategies, and project delivery objectives.
- Maintain project performance related to scope, schedule, budget, quality, safety, and contract compliance.
- Review and manage project documentation including RFIs, submittals, change orders, contractor pay applications, schedules, and progress reports.
- Identify project risks, operational impacts, scheduling conflicts, and construction challenges while implementing proactive mitigation strategies.
- Monitor contractor performance and ensure compliance with client standards, regulatory requirements, and project specifications.
- Oversee project controls activities including schedule tracking, cost management, forecasting, contingency management, and reporting.
- Support quality assurance and quality control efforts throughout all phases of project delivery.
- Manage project closeout activities including punch lists, turnover documentation, warranties, as-built records, and final acceptance procedures.
- Build and maintain strong working relationships with clients, contractors, consultants, regulatory agencies, and project stakeholders.
- Mentor junior staff and support operational excellence across project delivery teams.
Requirements
- Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.
- Registered Professional Engineer in the State of New Jersey and/or the Commonwealth of Pennsylvania.
- Minimum of 10 years of experience in construction management in one or more of the following disciplines:
- Civil/Airfield
- Structural
- Mechanical
- Electrical
- Architectural
- Systems Integration

$150,000 – $190,000 annually
