About the role

The Virginia Department of Veteran Services is seeking a mission-driven Research and Evaluation Analyst to transform complex datasets into actionable insights that support strategic decision-making across veteran services, policy development, and outreach initiatives. This role blends statistical modeling, machine learning, and data visualization to uncover trends, assess program impact, and inform equitable resource allocation.

Responsibilities

  • Conduct research, program evaluations, and policy analysis to improve service delivery and outcomes for the agency.
  • Design and implement data models analyzing veteran demographics, service utilization, and economic impact.
  • Perform predictive analytics, including development of algorithms for outreach targeting, policy forecasting, and risk assessment.
  • Create reports and presentations, translating findings into accessible reports, dashboards, and visual briefs for agency use.
  • Coordinate with agency program leaders, external stakeholders, and federal and state agency officials to collect and analyze data.
  • Adapt methodology, evaluation design, or data-collection tools in response to policy changes or shifting priorities.

Requirements

  • Experience in research and design methods, including collecting data, analyzing results, planning, developing or conducting surveys, and managing new results.
  • Experience in data modeling, predictive analytics, and algorithm development.
  • Ability to create reports and presentations for agency use.
  • Ability to coordinate with program leaders and stakeholders to collect and analyze data.
  • Ability to pivot based on methodology modifications, evaluation design, or data collection tools.
